The Government requires not to back up the offshore wind power development

According to the VIII power plan, the offshore wind power is up to 2030 about 6,000 MW, but so far no project has decided to policy and deliver investment. In the draft adjustment of the VIII electricity planning, the Ministry of Industry and Trade proposed developing this power source after 2030, reaching about 17,000 MW in 2035.

The adjustment plan also proposes to replace a number of LNG gas projects that are behind schedule after 2030.

However, at the notice of conclusions on the adjustment of the VIII electricity planning, the Standing Government requested the Ministry of Industry and Trade not to adjust the progress, ensuring that offshore gas and wind power projects were completed before 2030.

The Ministry of Industry and Trade is assigned to calculate the diversified development plan of all types of power sources, ensuring that the power source accounts for more than 50% of the total structure. In particular, the operator notes increasing the ratio of LNG power source and reducing the corresponding coal power ratio.

This agency must actively work with foreign investors and investors to have solutions to remove for projects, not to slow progress and waste resources. The Government Standing Permanent Performance of Handling problems related to electric gas development policies such as transforming fuel prices to electricity prices, long -term minimum electricity contracts (QC).

The World Bank (WB) has evaluated Vietnam’s offshore wind potential of about 600 GW. In terms of prospects, this energy source can provide 12% of the total national electricity production in 2035.

Recently, a number of foreign investors in the field of renewable electricity offer to implement the offshore wind power project in Vietnam. For example, Pacifico Energy (PE) has just committed to invest in many billion dollars in offshore wind power, at the meeting with Prime Minister Pham Minh Chinh this afternoon.

At the meeting with the General Secretary in Singapore yesterday, Mr. Tow Heng Tan, Chairman of Sembcorp Group proposed the two governments to consider and develop training and cooperation programs in the field of offshore wind power. Another foreign investor, CIP Group (Germany), signed a cooperation with Vietnam Energy Industry Group (PVN) to study the development of offshore wind power project in Vietnam.

More than two years ago, 36 domestic investors asked to survey the offshore wind power, but at that time, the Ministry of Natural Resources and Environment (old) proposed to stop licensing due to legal entanglement.

This year, the Government aims to increase GDP at least 8%, proceeding to two digits in the period 2026-2030. In order to have enough electricity for the goal of economic growth, the Ministry of Industry and Trade proposed the total power set of electricity across the country to 2030 (excluding copper, risk) reaching 211,805 MW, an increase of more than 56,000 MW compared to the Electricity Plan VIII approved nearly 2 years ago.

In order to achieve this additional capacity, the Ministry of Industry and Trade proposes to expand the development of renewable energy sources, imported electricity and flexible thermal power sources, of which 3.9 times the solar power (to more than 34,000 MW); Increasing 6 times the charge and storage battery, and increasing electricity imports from China and Laos.

According to the Standing Government, the adjustment of VIII electricity planning should be in the direction of encouraging the development of renewable energy, especially the sources of self -produced, self -consumption, and solar electricity. The mechanism is also aimed at encouraging entities in the economy to participate in the direct electricity trading mechanism and take into account the ability to export electricity to ASEAN countries.

Regarding the development of the grid, the Ministry of Industry and Trade must calculate in accordance with the source development, supplement the coastal transmission grid, calculating to relieve the capacity of offshore wind power plants. Projects transmitting electricity exports to Singapore, Malaysia and Cambodia also need additional research.

In particular, the adjustment of the VIII electricity should be noted for large power consumption loads, such as data centers, semiconductor chips, AI technology. Accordingly, the drafting agency should have research and consider to prepare the power source for these loads.
