Facing a historic opportunity for breakthrough development, Prime Minister Pham Minh Chinh said Vietnam is ready to become a “green – digital laboratory” of the region.
This message was stated by Prime Minister Pham Minh Chinh when summarizing the 2025 Fall Economic Forum, on the morning of November 26 in Ho Chi Minh City.
The Prime Minister summarized that the Forum agreed that green and digital transformation are two basic elements that constitute an inevitable, irreversible trend. This is also an objective requirement, strategic choice and top priority of each country for rapid and sustainable development.
“If digital transformation provides speed and intelligence, then green transformation provides sustainability and humanity,” he said, emphasizing that these two processes are intertwined and will synergistically be the main driving force of global growth in the future.
According to the Prime Minister, Vietnam is facing a historic opportunity for breakthrough development. The dual transformation revolution (green and digital) is a long journey with many challenges, but there is no other way.
“Vietnam is ready to become a ‘green – digital laboratory’ of the region,” the Prime Minister said, and hoped that partners, international organizations and the World Economic Forum (WEF) would continue to accompany Vietnam to realize this goal. He also asked partners to continue sharing knowledge, advanced management experience, providing preferential finance, high technology transfer, and technical support to Vietnam.

At the forum, delegates shared three key levers to promote green – digital transformation and sustainable development in the coming time, including institutions, resources and innovation.
Regarding institutions, opinions emphasize the need to build and perfect the legal framework in the direction of creating development, not just stopping at management functions. Institutions must be in harmony with national, regional and international standards, while promoting sustainable, people-centered technology development.
Regarding resources, the Forum discussed in depth how to mobilize total capital, technology and human resources. In particular, the capital element needs a breakthrough in opening up the flow of green capital (green credit, green bonds), developing the carbon market, and the public-private partnership (PPP) model. Technology needs to prioritize cooperation and transfer. Human resources are the decisive factor, meeting the requirements of both green and digital transformation.
Regarding innovation, delegates agreed to take science and technology, especially new and advanced technologies such as artificial intelligence (AI) and big data (Big Data), as the core driving force.
To turn the vision into practical action, the Prime Minister requested the central ministries and branches to synchronously improve the institutional system, especially laws related to land, investment, energy and environment to remove all bottlenecks. Operators need to soon issue outstanding incentive mechanisms and policies to encourage investment in green and digital technology. In particular, the Prime Minister noted promoting administrative reform, reducing administrative procedures and business conditions, creating favorable conditions for businesses and investors.
Along with that, the Prime Minister asked the business community – the pioneering force for development – to continue to innovate, change business thinking, boldly invest in research and development (R&D), innovate technology, and apply new economic models. Businesses need to improve their management capacity and prepare for green standards of international markets, and participate in policy development.
With scientists, experts and people, the Prime Minister proposed to join forces and promote intelligence, the spirit of innovation and patriotism. Research institutes and universities must be the cradle of innovation, increasing applied research and training high-quality human resources for the country, the region and the world.
“Every citizen needs to constantly raise awareness and actively participate in the green and digital transformation process. Every small action such as energy saving and green consumption will also contribute to creating big changes in awareness and behavior in the entire society,” the Prime Minister said.
The Fall Economic Forum is directed by the Ho Chi Minh City People’s Committee, chaired by the Center for the Fourth Industrial Revolution (HCMC C4IR), and organized in coordination with agencies, ministries and WEF. The event brings together 7 international delegations, 10 global 4th Industrial Revolution (C4IR) centers, 6 multinational corporations, representatives of countries and 500 domestic businesses.
The forum is held in the context that Ho Chi Minh City is entering a new development cycle, with a long-term strategic vision towards the role of an international megacity. At the forum, the Prime Minister proposed that Ho Chi Minh City need to promote the spirit of self-reliance, self-reliance, initiative, creativity, and be ready to pioneer in becoming a ‘sandbox’ for green economic models, green finance, and smart cities, especially as an international financial center preparing to operate.
According to Chairman of Ho Chi Minh City People’s Committee Nguyen Van Duoc, the city will fully absorb the guidance of the Government, the orientations of ministries and branches, recommendations and initiatives of experts, businesses and international friends.
On that basis, Ho Chi Minh City decided to kCreating an innovation ecosystem with people and businesses at the center.
