Haifa refinery under investigation for environmental violations

The Ministry of Environment sent a warning and a summons to a hearing before imposing sanctions on the management of the Haifa oil refinery and the companies Carmel Olefinim and Gadiv.

The companies are suspected of violating the terms of their emissions licenses and provisions of the Clean Air Act and the Hazardous Materials Act.

According to the ministry, monitoring stations and samples at the complex’s fence showed a steady upward trend in benzene concentrations from 2020 to 2024. This increase is the result of emissions from the joint refinery complex and Gadiv.

In addition, numerous exceedances of emission standards were found for the Haifa Refinery and Carmel Olefinim for various pollutants, including sulfur oxides, nitrogen oxides and particulates.
