Ho Chi Minh City Social Insurance has just announced a list of units that are late in paying social insurance for three months or more, with a total of more than 17,700 businesses owing social insurance to their employees. In this list, many businesses have late payments amounting to tens of billions of dong, reflecting the complicated situation of violating insurance obligations.

According to late payment data as of November 30 and updated payment authorization as of December 10, Hoa Binh Construction Group Joint Stock Company is one of the units with a large amount of late payment, with 56.7 billion VND. Next is Saigon Postal and Telecommunications Services Joint Stock Company with 40.9 billion VND. Branch of American International Education Joint Stock Company AIS – American International Primary, Middle and High School – delayed payment of 16.6 billion VND… In addition, many businesses also recorded late payment of 10 billion VND or more.

Top 10 businesses with the most insurance debt

In the field of poultry egg production, Ba Huan Joint Stock Company is also on this list with delayed social insurance payments of more than 6.5 billion VND for 401 employees. Previously, in early November 2025, Saigon Port Border Gate Customs Region 3, under the Customs Branch Region 2, issued a decision to enforce tax on Ba Huan Joint Stock Company by stopping customs procedures for export and import goods.

According to the customs authority, the enterprise was enforced due to tax debt exceeding 90 days from the deadline for payment according to regulations, with an enforced amount of more than 51.3 billion VND. This decision is effective from November 10 to November 9, 2026 and will expire when businesses pay the full amount of tax debt to the state budget.

From July 1, 2025, the revised Social Insurance Law 2024 and the Law amending and supplementing a number of articles of the Health Insurance Law 2024 will take effect. According to the new regulations, employers who are late in paying or evading payment of social insurance or health insurance are required to pay the remaining amount in full, and must also pay an additional amount calculated at the rate of 0.03% per day on the amount and number of days late or evading payment.

In addition to financial obligations, violating enterprises will also be subject to administrative sanctions according to regulations and will not be considered for emulation titles or forms of reward. In particular, for the act of evading insurance payments, employers can be prosecuted for criminal liability, showing the determination of management agencies to protect the rights of employees and increase deterrence against violations.
