The European Union countries at the summit in Brussels agreed to provide Ukraine with €90 billion in financial support for 2026-2027. This was announced by the President of the European Council, Antonio Costa, reports Reuters.
The assistance will be structured as a term loan secured by the EU budget (with funds raised from capital markets). At the same time, according to Koshta, Ukraine will have to repay the loan only after Russia has paid reparations, and the European Union “retains the right” to use immobilized Russian assets to repay the loan in the future.
The European Commission has also been instructed to continue work on the mechanism of the so-called “reparations loan” associated with Russian assets.
According to AP, the original idea – to directly link the loan to the frozen assets of the Russian Central Bank in the EU – faced legal and political obstacles (in particular, due to the risks of lawsuits and the position of a number of countries), so the compromise was a loan guaranteed by the EU budget.
