Mexico investigates dumping in US apples after the fall in national prices

The Ministry of Economy (SE) announced the start of an investigation antidumping on imports of apples originating in the United States.

In it Official Gazette of the Federation (DOF) the agency indicated that, following a request from the Regional Agricultural Union of Fruit Growers of the State of Chihuahua (Unifrut), it determined that imports of this fruit from the United States were made under conditions of dumpingtherefore they caused material damage to national production.

The SE detailed that an investigation carried out between April 1, 2024 and March 31, 2025 found that the import of apples was carried out with a margin of price discrimination greater than the minimum.

In addition to the above, the purchase of this fruit from the United States increased significantly, which caused oversupply and a drop in national prices.

Import boom

The agency headed by Marcelo Ebrard Casaubón determined that the increase in imports harmed national production, causing a drop in prices and a decrease in market share. He specified that the damage analysis period is from April 1, 2022 to March 31, 2025.

“Imports from the United States increased 9 percent in the period investigated and 30 percent in the period analyzed. The increase in imports investigated in alleged conditions of dumping “It caused an oversupply in the domestic market that put downward pressure on the national price with falls of 14 percent in the period investigated and 8 percent in the period analyzed,” he highlighted.

In the period investigated, a 2 percent drop was observed in production and sales to the domestic market, 0.2 percentage points in market share, 9 percent in salaries, 1.6 percentage points in the use of installed capacity and 18 percent in productivity. In addition, income from merchandise sales decreased 10.3 percent.

Therefore, the SE accepted Unifrut’s request for the investigation antidumping on imports of apples, including permanent and temporary ones, originating in the United States, regardless of the country of origin.

Interested parties have 23 business days to prove their legal interest and present their responses, arguments and evidence.

According to data from the Ministry of Agriculture and Rural Development, 22 states produce apples in Mexico. In 2024, Chihuahua produced 85.2 percent; Coahuila, 5 percent; Puebla, 4.1; Durango and Veracruz 1.2 percent each, and Zacatecas 0.8 percent. These states represent 97.5 percent of national production.

Mexico also imports apples from Chile, South Africa, Canada, China, New Zealand and Argentina.
