MPs from the governing parties Kaisa Garedew (ps), Sanna Antikainen (ps) yes Päivi Räsänen (kd) are worried about the new power charge for electricity.
The model proposed by the Energy Agency as a power payment for electricity transmission aims to equalize consumption peaks in electricity use. According to the proposal, the small customer’s power fee would be based on the highest single power peak measured during 15 minutes of the month. A fee would be charged for power exceeding five kilowatts.
The issue was previously brought up by the Home Owners Association, which calculated that the monthly power fee would be up to 48 euros in an example case, Uusi Suomi reported in November. According to Omakotilito, the proposed change would be an additional fee to the transfer fee and unreasonable from the point of view of small house residents. The electricity transmission contract for all households does not include a power fee.
Garedew, Antikainen and Räsänen now express their concerns in their written questions.
“The power charge threatens to become prohibitive for people living in a single-family house with electric heating, for example. The limit of five kilowatts is quickly exceeded in normal everyday life, if, in addition to heating the home or hot water, for example, you heat an oven, an electric stove or charge an electric car,” Garedew and Antikainen’s written question states.
In his written question, Räsänen insists that “the power payment model should be checked before implementation”.
“In order for basic everyday functions, cooking, lighting, heating, laundry or sauna, to be possible without constant consumption caution, the power charge limit should be clearly higher and the peak power measurement time longer. The possible need to charge an electric car would require an even higher limit for power charge. Currently, the model proposed by the Energy Agency would lead to unforeseen additional costs for ordinary single-family residents,” Räsänen writes.
Garedew and Antikainen point out that the legal amendment approved last year did not define the criteria for determining the power fee, but the Energy Agency decides on the fee structure. The Energy Agency’s proposal for the power fee was in the opinion round in autumn 2025. The model is supposed to enter into force on January 1, 2029.
The aim of the reform is to develop electricity distribution pricing in a simpler, clearer and more comprehensible direction. The purpose is also to improve customers’ opportunities to influence their own electricity distribution fees and to promote pricing in a more cost-effective direction.
