Illegal work: the boss of a security company declared 30 employees… out of 500

This is a large-scale fraud system which has just been brought to light in Val-d’Oise. Following a report examined within the framework of the Departmental Anti-Fraud Operational Committee (CODAF), two companies were subject to a three-month administrative closure for illegal work and concealment of salaried employment, the prefecture announced this week.

The first, Pro Concept Sécurité, installed in Taverny and specializing in surveillance and guarding, was controlled by Urssaf and state services in the fall of 2025. The checks revealed a massive system of undeclared employment. Of 498 employees identified, nearly 94% were not declared. In other words, only around thirty employees were officially registered. A cover-up which caused damage estimated at 813,310 euros for social organizations

Nearly 2.7 million euros in alleged fraud

And it is not the only company to have the costs of such control in the department. In Sannois, the company HBM Pro, declared as a design company but suspected of operating in construction, presented a similar pattern. During the inspection, 895 employees were identified, the vast majority of whom did not make a compliant declaration. Here again, the investigations revealed a massive concealment of jobs and a reduction in declared remuneration. The estimated damage reaches 1,924,600 euros.

In total, the two cases represent cumulative damage of nearly 2.7 million euros. An operation which is part of a strategy assumed by the State in the department. “We are pursuing a very active policy to combat illegal work,” insists the prefect of Val-d’Oise, Philippe Court. “In 2025, nearly 500 companies were inspected and 188 administrative closures were pronounced. »

Suspicions of untitled workers

For the prefect, these fraudulent companies represent “a harm for the French”, in particular for social organizations. “When employees are not declared, there are so many contributions that do not come in,” he insists.

If a three-month administrative closure was imposed on the two companies, other sanctions could follow. “The time for the investigation has only just begun,” warns the prefect, Philippe Court. “We must now dissect the workforce, understand precisely how it works and above all check whether there are, among these employees, foreign workers in an irregular situation,” he continues.

“If we find any, the fine can go up to 20,750 euros per employee for managers,” he adds. And if the leaders themselves are foreigners and hold a residence permit, “which would seem to be the case”, according to the prefect, their administrative situation could also be called into question.
