Mandatory license plate and insurance for scooters: when does it start and how much does it cost

Starting next year 16 maggio they become license plate and insurance required per i electric scooters circulating in Italy. He remembers it Assoutientsan association that in recent days had denounced the delays in the bureaucratic procedures for the release of the identification marks of scooters. It was in fact published yesterday in Official Journal the decree of the Director General for Motor Vehicles which regulates the operating mode of the telematic platform for the issue of identification marks for predominantly electric scooters. Decree which comes into force today 18 March and grants scooter owners 60 days to adapt to the new provisions, effectively triggering the obligation to have a license plate, and consequently also insurance coverage, starting from 16 May 2026.

Based on this provision they will be able to access the i citizensthrough SPID second level or electronic identity cardthrough the Motorist portallegal representatives or people with the relevant powers of representation of companies, staff of automotive consultancy firms. On this platform it will be possible to submit an application for the issuing of the license platebook the collection of the sticker at the Motorization offices or automotive consultancy offices, communicate theft or loss of the license plate or request its deletion.

Registration fee and costs

And with the entry into force of the plate theinsurance obligation for scooters, Assoutenti analyzes again. The new Traffic Laws launched at the end of 2024 provides that “I scooters with predominantly electric propulsion cannot be put into circulation if they are not covered by thethird party civil liability insurance provided for by article 2054 of the civil code”. One coverage which concerns i damages to third parties caused while riding the scooter, such as injuries to pedestrians or cyclists or damage to other vehicles, and whose cost varies from 25 to 150 euros per yeardepending on the type of policy and additional guarantees chosen. In case of failure to comply with the license plate or insurance requirement, the owner of the scooter incurs a penalty fine ranging from 100 to 400 euros.
