The legal adviser to the Ministry of Finance is against Smotrich’s plan to create “an operational group for managing the state budget during the war”

Finance Ministry Legal Adviser Asi Mesing notified Finance Minister Bezalel Smotrich that the plan he is promoting to create a “task force to manage the state budget during the war” cannot be implemented by ministerial decree, since it significantly changes the responsibilities of the ministry’s senior management officials.

According to Messing, ultimately, the creation of such a task force headed by the director general of the ministry, Shlomo Heizler, will concentrate in the hands of the latter the powers of not only the general director, but also the chief auditor and director of the budget department of the Ministry of Finance. In fact, the proposed structure will form the budget, implement it and oversee its implementation.

Messing also notes that, unlike the positions of chief auditor and director of the budget department of the Ministry of Finance, the position of general director is political, not professional.
