Deputy Prime Minister: Research so that people can sell excess rooftop solar power

The Deputy Prime Minister assigned the Ministry of Industry and Trade to have a plan to encourage people to install rooftop solar power and storage equipment to resell to EVN.

In the draft on self-consumed rooftop solar power, the Ministry of Industry and Trade still maintains the proposal that this type of power be produced but only consumed on-site, without selling electricity to other organizations or individuals or to the national grid. . National off-grid rooftop solar power will not limit development. In case of grid connection, the capacity allocated in Power Planning VIII (2,600 MW) must not exceed.

In comments, delegates proposed allowing people to install rooftop solar power to sell the excess onto the grid. However, the authorities need to limit the redundancy ratio to prevent policy profiteering, especially in industrial zones and clusters.

In conclusion, the Deputy Prime Minister said that people installing rooftop solar power must be economically effective, while the State has more mobilized resources to ensure energy security. He assigned the Ministry of Industry and Trade to research plans to encourage and provide financial support (taxes, interest rates, installation costs) for them when installing with storage equipment to resell to EVN at the base electricity price mobilized at the hour. “The Ministry of Industry and Trade needs to research and calculate the profits of the State plan to invest in new power sources, as a basis for policies to support people installing rooftop solar energy,” he said.

At the same time, the drafting agency must simplify installation procedures and regulations on projects using public investment capital, and calculate technical solutions to ensure grid safety for projects in large capacity industrial zones and clusters. . The Ministry of Construction researches clean energy standards and installs battery storage systems in civil works.

Currently, the country has more than 103,000 rooftop solar power projects, with a total installed capacity of more than 9,500 MW. According to Power Plan VIII, the scale of this type of source by 2030 will increase by 2,600 MW or reach 50% of office buildings and residential homes.

Previously, when developing the draft, the Ministry of Industry and Trade said the policy was not “interested” in buying and selling solar power because this power source is unstable and depends entirely on weather factors. Meanwhile, to be able to buy excess electricity, the State will have to spend a lot of money to invest in storage and transmission systems, as well as operation and maintenance costs.

This Ministry also affirmed that the Government is encouraging the installation of self-consumed rooftop solar power for the purpose of self-use, reducing the burden of financial costs, not for business purposes or incentives as before. In addition to self-consumption, rooftop solar power and some other forms of renewable energy (sun, wind, small hydropower, biomass, geothermal, ocean waves, tides, ocean currents) can be used. Participating in direct trading, according to the DPPA mechanism, is being consulted by the authorities. These projects are not limited in capacity but must be granted an electricity operating license, or be exempt from licensing according to regulations.

Wind and solar energy projects that want to participate in direct electricity trading through the national grid will have to have a capacity of over 10 MW.

The Deputy Prime Minister requested the Ministry of Industry and Trade to clarify the responsibility of the electricity industry in ensuring system safety when providing transmission services through the national grid between sellers and buyers. This agency must also monitor and provide accurate data on transmission capacity and load in each region and adjust renewable energy development planning. Particularly, the case of buying and selling through private lines does not need to be included in the planning.

According to Government leaders, DPPA needs to encourage businesses to invest in storage equipment at factories and solar power farms to become a base source mobilized at peak prices. Management agencies need to have sanctions for violations related to registration, data updating, connection, and inspection.
