The Prime Minister set a target of completing the 500kV line 3 project before September 2 and inaugurating it on the occasion of National Day this year.
The above content was stated by Prime Minister Pham Minh Chinh at an online meeting with the two provinces of Ha Tinh and Nghe An on the 500 kV line project, circuit 3, Quang Trach – Pho Noi section, on August 13.
The 500kV line 3 extension consists of 4 component projects, with a length of 514 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen). The total investment of this project is about 23,000 billion VND (nearly 1 billion USD). The component projects of this project started construction late last year and early this year.
According to Prime Minister Pham Minh Chinh, this project has a transmission capacity of about 2,400 MW, which will help increase the power supply for the North from 2025. Therefore, he asked agencies and localities to “be more determined and make more efforts in the final sprint phase”. This is aimed at completing the project before September 2, and organizing the inauguration on the occasion of National Day this year.

According to the report of EVN, EVNNPT, the project has handed over the entire foundation site (1,177 locations) and the route corridor (513 anchor spaces). Equipment and materials such as steel columns, conductors, porcelain, and accessories have been handed over to construction contractors. Regarding construction, contractors have cast the foundations at 100% of locations, installed 98.5% of columns, and pulled wires at 62.5% of anchor spaces.
EVN is also coordinating with Ha Tinh and Nghe An provinces to change forest use purposes according to Decree 91.
In a previous report, EVN Chairman Dang Hoang An said the group is striving to energize all projects before August 25. Of which, the 500kV Nam Dinh 1-Thanh Hoa component project was energized on June 30. All resources are being focused on the construction of the remaining three projects. It is expected that the Nam Dinh I – Pho Noi and Quynh Luu – Thanh Hoa projects will be energized before August 19, and the Quang Trach – Quynh Luu project will be energized before August 31.
To ensure progress, the Government leader requested that all parties review, assign detailed tasks, work continuously 24/7, “3 shifts, 4 shifts”, “eat quickly, sleep urgently” to complete the set progress.
Specifically, Mr. Chinh assigned the Ministry of Industry and Trade to regularly inspect, supervise, promptly remove and accept the project. The Ministry of National Defense directed Military Region 3 and Military Region 4 to coordinate with EVN to continue reviewing and mobilizing machinery, equipment and human resources to support the construction.
The Ministry of Agriculture and Rural Development provides guidance on changing forest use purposes. The Ministry of Natural Resources and Environment provides guidance on the environment, ensuring restoration upon project inauguration. The Ministry of Home Affairs, together with ministries, sectors and localities, proposes appropriate and worthy rewards at all levels participating in the project.
