The PP asks for the Congress to choose the members of the Cinema Aid Commission through an open call

The Popular Party (PP) has presented an initiative in Congress to “improve” the selection of participants in the Commission for the Production of Health and Short Film, responsible for selective aids for the production of feature films on project, through of an open call to be a member of this commission, with an objective bareness of the merits provided.

In the proposition not of law, collected by Europa Press, the ‘popular’ want the Congress to insert the Government to incorporate the Producer Associations into the Cinema Commission. The PP also advocates to modify the majorities in the Advisory Committee, to ensure the “independence” of the selection of aid and to make public the evaluation reports of the projects presented.

In the registered text for its debate in the Culture Commission, the PP explains that in 2024 the Council of Ministers, at the proposal of the Minister of Culture, Ernest Urtasun, authorized the Institute of Cinematography and Audiovisual Arts (Icaa) to convene Selective aid for the production of feature films on project corresponding to 2024, for an amount of 30 million euros. “The granting of these grants, which have an important budget, is not a transparent process,” he warns.

As detailed by Alberto Núñez Feijóo, the selection of the projects is carried out by a team of the fourteen people that make up the Commission for the Production of Farmers: Three representatives of the Autonomous Communities appointed at the proposal of the Sectorial Conference of Culture , and eleven chosen between professional associations such as Cima, Docma, Amae, AEPA (five) and the ICAA, by direct designation (six), “without being Know the criteria for your choice or your curriculum. ”

The PP argues that the Icaa creates committees that deliberate “based on the criteria of the organism itself.” “When choosing committees oriented towards a specific creative line, the projects that are subsidized belong to that line, losing diversity,” he emphasizes.

“In favor of equal opportunities and, the improvement of public management that must exist in all public aid, it is proposed to form said commission through a transparent process, opening a free concurrence procedure in which those interested in training Part of this committee send their curriculum and merits to be selected, being chosen through a transparent procedure based on objective merits (experience, professionalism …), “he says.

Eliminate “any about doubt”

In this way, the PP considers that “any shadow of doubt” on the work of the aforementioned committee would be eliminated. “This is the process that exists in other countries in our environment, where to represent the common cultural landscape of the country, the reports of each commission member are public to grant more transparency to the process and better accountability in the presentation and execution of Cinematographic projects, “he adds.

It also sees “necessary” that other entities, such as the directors of Filmoteca, the president of the Film Academy or the producer associations, which “have the necessary experience to assess the viability of the projects, can participate in the selective process.” “Independent directors, screenwriters and producers deserve a transparent selection procedure, which allows you to select the best projects, and thus enhance audiovisual production based on the enormous creative capacity of creators in Spain,” he concludes.
