About a year ago, the main amendment to the regulations was published, which included a gradual transition to electronic prescriptions, regulating the supply of opioid preparations and managing a register of dangerous drugs digitally. According to the original plan, the regulations were supposed to enter into force on March 3, 2026.

The schedule does not match the pace of preparation

However, in recent weeks it became clear that the established schedules do not correspond to the pace of actual preparation. The health funds have not yet completed the development of the required complex systems, which include interfaces between the prescription systems, the pharmacies and the digital drug register. The private pharmacies, which depend on the health insurance infrastructures, are also required to complete connection, adjustments and system tests.

The postponement, according to the committee, is intended to prevent a situation where the entry into force of the regulations will create burdens, malfunctions or damage to the continuity of care for patients who need these drugs.

Now the health system will face the test of implementation, in an attempt to complete within a few months a wide-ranging technological and regulatory process, which changes the way in which addictive drugs are prescribed and supplied in Israel.
