According to Deputy Minister of Science and Technology Hoang Minh, currently Vietnam does not have a complete and clear legal corridor for the startup ecosystem, for creative start-up organizations and individuals. Legal regulations are contained in the provisions of various legal documents, many of which are in the Law on Support for Small and Medium Enterprises. This may be suitable for the early stages, but when the Vietnamese ecosystem enters the expansion and connection phase, it is necessary to develop policies appropriate to the nature, scale, potential, and development orientation of the ecosystem. creative startup ecosystem.

Deputy Minister Hoang Minh also commented that Vietnam’s creative startup ecosystem has basically passed the first stage and is entering the stage of expansion and integration with creative startup ecosystems in the world. . Accordingly, it is necessary to build legal policies and legal corridors to promote Vietnam’s creative startup ecosystem to develop in accordance with the model, potential, and requirements of the new period.

In the coming period, Vietnam’s innovative startup ecosystem needs new elements, which are corporations, companies, and large businesses with the role of investing and using the results of startup organizations. Therefore, appropriate policies are needed to promote the development of the ecosystem.

As the city ranked second in the local innovation index (PII) in 2023, Mr. Nguyen Viet Dung, Director of the Department of Science and Technology of Ho Chi Minh City, acknowledged that one of the challenges in promoting system development is Innovative startup ecosystem is the connection of ecosystem components.
