The Ministry of Business and Made in Italy recently signed a decree that lays the foundations for important support for the industrial research and experimental development sector. This intervention, included in the National Research, Innovation and Competitiveness Program 2021-27aims to consolidate the development of critical and emerging technologies, at the same time reducing the European Union’s strategic dependencies on foreign countries and preserving the integrity of the internal market.
The decree allocates a fund of 400 million euros to finance R&D programs to be carried out in the regions of Basilicata, Calabria, Campania, Molise, Puglia, Sicily and Sardinia. These initiatives must be consistent with the technological sectors defined in EU regulation no. 2024/795, which established the Strategic Technologies for Europe Platform – STEP.
Particular attention is paid to small and medium-sized enterprises (SMEs) and business networks, to which 60% of the total resources available will be reserved. This measure aims to encourage broader and more diversified participation in the research and development landscape, promoting joint projects between SMEs, excluding the participation of research organizations except as collaborators.
Companies of any size can benefit from these benefits, as long as they have at least two approved financial statements at the time of submitting the application. The benefits are provided in the form of subsidized financing, covering up to 50% of eligible costs and expenses, with variable direct contributions depending on the size of the company:
35% for businesses small in size;
30% for businesses medium size;
25% for businesses large in size.
Subsequent managerial measures will define the methods and terms for submitting applications for assistance, as well as the schemes for their submission. The management of this investment by the Sustainable Growth Fund will be entrusted to Mediocredito Centrale SpA., further consolidating the Ministry’s commitment towards strengthening the productive and innovative capacity of Southern Italy.
