Leaders of the Ministry of Science and Technology said that in 2025, they will focus on building and perfecting policy mechanisms, creating a breakthrough driving force for science, technology and innovation.

At the regular press conference for Quarter IV/2024 on the morning of January 9, Mr. Nguyen Hoang Giang, Deputy Chief in charge of the Office of the Ministry of Science and Information Technology, held many outstanding activities. Among them, the Ministry has coordinated with competent agencies to submit to the Politburo to promulgate Resolution No. 57-NQ/TW on breakthrough development of science and technology, innovation and national digital transformation. The action program to implement Resolution 57 was also completed and submitted to the Government.

The Ministry completed and submitted to the Government four Law projects: Science, Technology and Innovation; amend and supplement a number of articles of the Law on Standards and Technical Regulations; amend and supplement a number of articles of the Law on Product and Goods Quality; Atomic energy (revised).

Recently, one of the problems facing scientific research and technology development is the financial mechanism. Scientists want to only focus on research instead of having to deal with invoices and documents… Regarding this issue, Ms. Nguyen Thi Ngoc Diep, Director of the Legal Department, said that the Law on Science and Technology and Innovation will resolve bottlenecks in financial mechanisms, while synchronizing with other laws. “This draft proposes to add a mechanism for lump-sum payments and risk-taking in scientific research, helping public organizations become more autonomous in budget management,” Ms. Diep said.

In addition, the development of high-quality human resources in the field of scientific research is also emphasized. Ms. Pham Thi Van Anh, Director of the Department of Personnel and Organization, said that policies are being developed towards expanding incentives to attract domestic and foreign talent. The policies focus on a number of leading scientists, experts, and general engineers at home and abroad, capable of organizing and implementing key science and technology tasks. “We look forward to the breakthroughs in Resolution 57, which is a great opportunity in science and technology to propose turning-point policies,” Ms. Van Anh said.

Policies also aim to support Vietnamese businesses in applying technology in general, artificial intelligence technology, and digital transformation to improve competitiveness. Mr. Tran Anh Tu, Deputy Director of the High Technology Department, informed that the development of Laws and data standards for digital economic development are being urgently implemented to facilitate businesses in their operations.

Many national Science and Technology programs also select businesses to participate in the task of acquiring and mastering technology, improving technological capacity, thereby improving competitiveness.

According to Minister of Science and Technology Huynh Thanh Dat, by 2025 the number of legal documents the Ministry presides over the development of is very large and has important orientations for the industry, with many new mechanisms and policies, bringing specificity and breakthrough to remove existing bottlenecks. He expected the policies to “contribute to making science, technology and innovation the main driving force and an important factor in developing a rich and powerful country”.
