‘Vietnamese businesses spend on research and development in 1/10 of the world’

Minister of Information and Communications Nguyen Manh Hung said that high risk factors and policies still have many constraints that have limited spending of businesses for scientific research activities.

Mr. Hung said that the current mechanisms are limiting the spending of the business for scientific activities, only at 10% of the science and technology fund, leading to the fact that Vietnamese enterprises have expenses for research and development. more than other countries to 10 times.

According to the Ministry of Information and Communications, currently spending on research and development only reaches 0.5% of GDP, equal to a quarter compared to the 2% target assigned by the Central Government. Of these 2% of GDP, the expenditure of the enterprise must account for 70-80%, but now only reaches 1/6, equivalent to 20,000 billion dong.

Mr. Hung agreed with the delegates that it was necessary to have solutions to further release the science and technology fund of the business, as well as the tax deduction policy for expenditures. The State needs to join hands with businesses to invest in science and encourage businesses to spend on this field.

According to Minister Hung, the reform of financial management mechanisms of scientific research; assigning autonomy for research funding; And accepting risks in research are the contents that still have prolonged problems. He said that the root of this problem is that the State avoids risks, so it sets many complicated procedures, putting responsibilities to research organizations. As a result, research institutions do not dare to receive big research, with high risks as basic studies.

Therefore, he said that it is necessary to change the approach in this resolution because the nature of the study is risks, a high -risk form of investment. Therefore, this resolution piloted the spending mechanism for most studies without commitment to the final result. The State will manage through the evaluation of research stages to continue granting funds; Evaluation of research facilities with results to deliver the projects.

In addition, the Resolution also aims to allow the State to provide money for research through fund mechanism; Exemption from civil liability and no funding if the study does not come to the expected results. The Minister of Information and Communications said that it is necessary to distinguish between basic research and applied research to have different policies and mechanisms, creating ventilation for both.

Scientists are allowed to decide on their own research products

Minister Nguyen Manh Hung said that the commercialization of the research results was a big bottleneck while the research results could only contribute to the socio -economic development when commercialized. This resolution allows the research institution to be owned and have the right to self -determination of research results, as well as assets formed from research to proactively commercialize immediately after the end of the study.

Researchers will enjoy at least 30% of commercialization results and are allowed to participate in the operation of the business. Mr. Hung said that these are very strong policies on commercialization of research results, including research results from previous years. “The State will collect taxes, create jobs, and the country with higher scientific qualifications. This is an indirect recovery of the State for scientific and technological expenditures,” he said.

Regarding telecommunications infrastructure, Minister Nguyen Manh Hung said that this is the time when the State needs to invest first, especially the 5G infrastructure and sea optical cable. Normally, each operator invests about 5,000 5G stations per year. However, to achieve 20,000 stations and all coverage, it is necessary to have the support of the State. Sea fiber optic lines need to go in the direction of various routes in the South China Sea to increase the sustainability of Vietnam’s telecommunications infrastructure.

Recalling the opinion of the General Secretary at the group meeting about the countries who have started using low -level satellites instead of 5G, Mr. Hung said that this is a new technology, suitable for broadband coverage for remote areas and areas Mountain. In order to attract foreign investment for these complex technologies, the resolution allows piloting with 100%foreign ownership, but must ensure national defense and security and national sovereignty.

The semiconductor industry is considered by the Minister as a strategic industry. Vietnam aims to develop all the stages of this industry, the most difficult of which is the factory, a laboratory system for research and testing of production chips in Vietnam.

Due to the important nature of this project for high -tech human resources, he said that this factory requires a size of less than one billion USD. “This facility is like a laboratory rather than a factory, the State should invest all. But to attract businesses to invest, the Government proposes to support 30% of the investment value,” the Minister Nguyen Manh Hung said.

He emphasized that this resolution focuses on a small number of special policies and mechanisms under the authority of the National Assembly. The contents given are all clear, can be implemented immediately, hit the long -lasting bottlenecks, the urgent issue to create a breakthrough development, immediately implementing Resolution 57 of the Politburo.

The draft Resolution will receive the opinions of delegates and submit to the National Assembly for approval on February 19.
