Priority proposal to develop nuclear strategic technology

The Ministry of Science and Technology is drafting a revised atomic energy law, including 12 chapters and 73 articles (reducing 19 articles corresponding to more than 20% of articles compared to the 2008 Law).

In which, Article 14, the bill states measures to promote the development and application of atomic energy. The state prioritizes the key investment and encourages domestic organizations and individuals and Vietnamese to settle abroad; Foreign organizations and individuals invest in operating in the field of atomic energy for socio -economic development and nuclear power development.

The State has a scientific research and technological research program to meet the requirements of research, development and application of atomic energy in the socio -economic field; Establish a scientific research fund and nuclear energy development. This fund is deducted from the profit of the nuclear power plant and other sources.

In addition, the State prioritizes national resources to invest in strategic technology development in the field of nuclear; support and incentives for organizations and individuals operating in the field of atomic energy.

The Ministry of Science and Technology also proposes organizations and individuals to participate in the construction of an atomic energy research and application establishment, radiation facility entitled to preferential policies on socialization, ensuring harmony of interests between the State, investors, service users and the community. The State encourages businesses and organizations to establish a fund to support the research and application of atomic energy.

Organizations and individuals may invest in establishing science and technology organizations in the field of atomic energy, radiation facilities, radiation work facilities; Invest in public -private partnerships to establish science and technology organizations in the field of atomic energy, radiation facilities, radiation work facilities.

The bill also allows loans to invest in infrastructure works, radiation equipment, nuclear equipment; invest in cooperating with the International Atomic Energy Research Organization to establish a common laboratory; sponsors and aids from domestic and foreign organizations and individuals.

The drafting agency said that compared to the 2008 Law, the draft supplemented the regulations on atomic energy application strategy for peaceful purposes to unify with the regulations on development planning bases.

In addition, the draft also aims to promote the development and application of atomic energy in the direction of supplementing the policy on investment encouragement, tax and financial incentives. This helps to facilitate organizations and individuals to invest in research and application of atomic energy.

The bill of inheritance, development of reasonable and principled regulations of the 2008 law of atomic energy, focused on four policies:

Policy 1: Promote the development and socialization of atomic energy applications.

Policy 2: Ensuring radiation safety, safety, nuclear security and decentralization in state management.

Policy 3: Create favorable conditions for nuclear silence activities.

Policy 4: Strengthening the management of radioactive waste, used radioactive sources and used nuclear fuel; proactive and ready to deputy incidents of radiation and nuclear; Ensuring the performance of civil liability for nuclear damage.

The Ministry of Science and Technology is collecting experts and people on the law of atomic energy (amended) and registered into the 2025 Law on Construction and Ordinance Program of the XV National Assembly.
