The Deputy Prime Minister wants Vietnam to own strategic technologies

Deputy Prime Minister Nguyen Chi Dung expected the Academy to take the lead in basic research and mastering strategic technologies, contributing to the journey to bring Vietnam into a developed country, high income by 2045.

The message stated by the Deputy Prime Minister during the visit and working at the Vietnam Academy of Science and Technology (Academy of Academy) on April 4. The meeting took place after nearly a month of restructuring and streamlining the apparatus under Resolution 18 of the Central Government was completed by the Institute, reduced from 38 to 24 focal points.

According to the Deputy Prime Minister, Resolution 57 of the Politburo and Resolution 03 of the Government, identifying the Academy of Academy to become the leading science and technology center in Vietnam, on par with advanced countries in the region and around the world. This will be a research institute in the regional leading group in the field of basic research, applied research, technological development, training of highly qualified science and technology human resources.

He said that with the new task requirements, members need to arrange the apparatus, select and promote the capacity of the excellent individuals and collectives. Must select highly qualified individuals and team leaders, capable of leading valuable scientific studies, in accordance with the development trend of the region and the world.

Promoting the leading role in the Science and Technology Research of the Institute, Deputy Prime Minister referred to strategic fields such as space technology, marine science, biotechnology and new materials, quantum, semiconductors, robots, self -propelled vehicles, unmanned aircraft … He said that “it is necessary to focus on advantages, but Vietnam cannot stand outside the trend technologies that benefit the economy.” In addition, it is also necessary to promote basic research, develop core technology and source technology to create a foundation of knowledge, closely linked to practical and market needs such as health, energy, environment and high technology;

The Deputy Prime Minister also noted the transfer and commercialization of the research results; Researching and developing technology testing areas, professional technology transfer centers, developing mechanisms to encourage businesses to invest in research, application and commercialization of the Institute’s scientific products. “Striving at least 10 products from research to the market each year in the next 5 years,” he said.

He wanted the Academy to continue promoting the spirit of “daring to think, dare to do, try, dare to pioneer” in all activities. The Academy of Academy will take the lead in basic research and master strategic technologies, overcome all barriers to create important breakthroughs.

At the meeting, Deputy Minister of Science and Technology Le Xuan Dinh also recorded 50 years of establishment and development, the Academy had remarkable achievements. Scientists have made many studies and applications that change their lives from the wars of defending the Fatherland to the period of national construction. The announcement of the Institute continuously increased (13% a year), contributing 7-8% of Vietnam’s international announcement.

However, looking at the results between research and applications can be considered “slightly drowned”, Deputy Minister Dinh said. He explained that representatives of the Institute’s units mentioned the results showed that there were good products, many technologies considered as core technology under the strategic group that were owned by scientists. However, connecting these technologies to life and market “is also a big question to evaluate the output effect,” the Deputy Minister said. These technologies need to enter businesses, corporations and corporations to produce products and applied into life. If not the results are still “in the fence of the research institute and far from the business,” he said.

Deputy Minister Dinh said that the Ministry of Science and Technology was assigned by the Government to develop a decree, the science and technology organization may contribute capital to participate in the establishment and the officials participated in the operation of the business to commercialize the research results. “This is an opportunity to create spin off enterprises of research units, responding to the feasibility of the technological market,” he said.

Prof. Chau Van Minh, Chairman of the Academy of Academy, said that after 50 years of establishment and development, the Academy currently has about 3,500 researchers, including nearly 250 professors, associate professors and nearly 1,000 doctoral. This force has contributed many results of scientific research and valuable technology development. Many scientific works have been applied effectively in socio -economic development and national defense and security.

The Institute is invested in 10 key laboratories to help scientists implement core basic, high -quality basic research issues, and are proactive in international research activities.

According to Prof. Minh, each year has more than 2,000 scientific works announced. Many studies have appeared in prestigious international magazines with high impact factor, demonstrating the quality and influence over the border.

The leader of the Academy proposed to promote investment in basic research and some key laboratories to research and develop some key technologies, strategic technology: space, quantum, materials, stem cells, gene editing technology, vaccine technology, AI, natural disaster warning …

The Institute wishes to build ships to research marine research to actively implement surveys, marine research and continue to assign the implementation of BB Dien science and technology program.
