Aquil, also known as Tahsin, was the head of Hezbollah’s operations and a member of Hezbollah’s highest military body, the so-called Jihad Council.

In the 1980s, Aqil was a key member of the Islamic Jihad organization, the Hezbollah terrorist cell that claimed responsibility for the bombings of the U.S. embassy in Beirut in April 1983, which killed 63 people, and the bombings of the U.S. Marine barracks in October 1983, which killed 241 U.S. personnel.

In the 1980s, Aqil led the kidnapping of American and German hostages in Lebanon and held them captive there.
