Abu Mazen’s opposition to the memorandum presented by the leaders of the United Arab Emirates

The leadership of the Palestinian Authority informed the US that it strongly opposes the memorandum presented by the leaders of the United Arab Emirates regarding the plan of action in Gaza at the end of the war. The Palestinian opposition was conveyed to the American assistant secretary of state at a meeting in Ramallah, and it was emphasized in the hearing that Abu Mazen opposes the United Arab Emirates playing any role in the rehabilitation of Gaza. The Emirati memorandum speaks of an “international delegation” that will supervise the rehabilitation of the Strip, mostly through forces from Arab countries – and without the participation of the Palestinian security mechanisms in the first stage.According to the plan, the condition for a generous aid package for the Strip is a deep reform in the Palestinian Authority, the appointment of a government that will consist only of technocrats under the authority of a person like Dr. Salem Fayed. This government will appoint a committee to manage Gaza affairs under a “steering committee” in which the United States, the United Arab Emirates and other countries will participate.

According to the Emirati proposal, it is the Palestinian Authority that will invite the “temporary international delegation” and the Arab forces that will also include private security companies.

The administration in the Gaza Strip will be handed over to Palestinians who previously served in the government apparatus, including Hamas personnel who will be approved in advance. According to the proposal, no change will be required in the existing agreements between Israel and the PLO. Priority will be given to the restoration of infrastructure and services as well as to the opening of dialogue between Fatah and Hamas to ensure that Hamas operatives do not act against the “international delegation”.

As mentioned, the unofficial memorandum was rejected outright by Abu Mazen, but the Americans are trying to promote it by exerting pressure on the Palestinian Authority with the help of Saudi Arabia and other countries.
