The Prime Minister proposed ‘three new’ in cooperation with Laos, Cambodia, and Myanmar

Prime Minister Pham Minh Chinh this afternoon attended the 11th Cambodia – Laos – Myanmar – Vietnam Cooperation Summit (CLMV) with the theme “Promoting friendship and solidarity for a resilient and prosperous community” in Kunming city, Yunnan province, China, according to the Ministry of Foreign Affairs.

The Prime Minister commented that CLMV is facing unprecedented advantages as the world enters an era of connectivity and innovation. However, the four countries face many difficulties and challenges in terms of capital and human resources and the risk of falling behind if they do not innovate promptly.

Vietnamese leaders emphasized the need to create a breakthrough for CLMV cooperation to catch up, move forward and rise on the basis of promoting internal and external forces, and proposed the motto “three new” in the direction of cooperation. CLMV cooperation.

New determination to strengthen and build increasingly effective CLMV cooperation, essentially aiming for a developed, self-reliant and highly competitive CLMV economic area.

CLMV countries need to drastically implement the CLMV Development Framework and focus on implementing highly focused priority projects. The Prime Minister expected ASEAN to pay more attention and promote its central role in Mekong sub-region cooperation, including the CLMV mechanism.

New focus through selecting highly feasible areas of cooperation, consistent with new trends and effectively supporting Mekong sub-regional mechanisms, especially the Ayeyawady – Chao Phraya Economic Cooperation Strategy Summit – Mekong (ACMECS) and the Greater Mekong Subregion Cooperation Program (GMS).

Building a high-quality workforce is the central task, the foundation for the transformation of CLMV cooperation. It is proposed to assign experts from the four countries to build the overall Strategy for CLMV human resource development, combining between training intellectuals and skilled workers.

Prime Minister Pham Minh Chinh affirmed that Vietnam maintains the CLMV scholarship program to receive students from Cambodia, Laos and Myanmar to study and research in Vietnam. This is a program initiated and sponsored by Vietnam since the 4th CLMV Summit in November 2008.

New resources with internal forces being basic, long-lasting, decisive and external forces being important and groundbreaking. The Prime Minister emphasized that governments need to encourage the participation and contribution of the business community and development partners in the design and implementation process of cooperation projects and programs.

The Prime Minister requested the ASEAN Secretariat to coordinate with CLMV members to innovate ways of allocating resources for cooperation projects and programs, focusing more on new areas such as digital transformation, green transformation, Smart agriculture, responding to climate change, in accordance with the requirements of the new development stage of the four countries.

The conference agreed to strengthen cooperation in sustainable and effective management of water resources, improve smart agricultural production capacity, and sustainable energy transition.

CLMV’s economic growth continues to reach high levels in the region, forecasted to reach 4.6% in 2024 and 4.7% in 2025. The total two-way trade turnover of the 4 countries reaches over 769 million. billion USD, contributing 21.8% of ASEAN’s total trade value.

CLMV leaders affirmed their common aspiration to build a subregion of peace and prosperity and realize the goal of becoming upper middle-income countries by 2030.

Leaders of countries attending the CLMV Conference highly appreciated ASEAN’s role in supporting sub-regional cooperation, requesting ASEAN and development partners to continue supporting the four countries in implementing the CLMV Development Framework to narrow the gap. how to develop and promote sustainable and inclusive development in the Mekong sub-region.
