The Prime Minister, Giorgia Meloni, leaves the extraordinary EU summit on defense and Ukraine with a certain satisfaction. Italy has brought home different results for defense financing but asks for more: the suspension of the stability and growth pact, which recognizes elements of perplexity already reported by Italy in the past, must not be limited to defense costs; Just as it is excluded that Italy can divert the rearm cohesion funds. Word that, among other things, the premier does not share, calls it ‘unhappy’ because it transmits a wrong message to citizens and limits the wide concept of defense and safety to weapons.
“We conducted a battle to exclude the cohesion funds, that is, to exclude the possibility that resources from cohesion funds to defense costs were forcibly diverted. It remained a clause for which nations can voluntarily make this choice,” Meloni explained in a press point. “Clearly we cannot prevent other nations from deciding to make this choice, especially those that are most exposed, but as far as I am concerned, I will propose to the Parliament to clarify immediately that Italy does not intend to divert cohesion funds, they are very important funds for us, on the purchase of weapons. And this will obviously be a decision that we will then take together with Parliament, surely the proposal that I will carry on,”
Another question posed on the table at the twenty -seven meeting concerns the debt problem. Much of the proposals in the REARM EU plan are in fact based on the new debt of the States, albeit scarred by the deficit and favored in part by the common loan of 150 billion. The Prime Minister commissioned the Minister of Economy, Giancarlo Giorgetti, to already present a proposal to the next Ecofin to establish a European guarantee to encourage investments in the sector, thus focusing on private funds, as happens with Investsu. “Clearly when nations how ours approach the subject of debt there are risks that must be taken into consideration,” he highlighted.
Meloni – who has collected a lot of interest on the proposal to convene an EU -USA summit on the future of Kiev – reiterates that it finds “complex and ineffective” the proposal to send troops on the Ukrainian territory as a guarantee of safety, would prefer the extension of article 5 of NATO (without obviously membership) to the country.
“I think the obviously central question of peace in Ukraine, on which I think that we must make all possible efforts to encourage a peace process, clearly greeting favorably, from the American initiative, all those who want to get to a peace process. But a right peace needs certain security guarantees. The certain security guarantees in my opinion are always in the riverbed of the Atlantic alliance, the only serious way to guarantee it is that there are several ways to guarantee them. Doing it in which we are carrying out our proposals but in my opinion to send unidentified troops, European troops, in short, French, British, is the most complex and perhaps the least effective solution.
“Another theme is the issues of the United Nations Peacekeeping missions but it is all other subjects because they are missions that intervene when there is a peace process started and it is not the proposal we are talking about in these hours,” he said again. For Meloni an extension of article 5 of NATO “would be much more effective, it would be a guarantee of stable, lasting, effective safety”.
The Prime Minister once again reiterated his arrival point: “A solution that can be effective and serious because for this reason we fought in these three years. All the efforts we have done were to get to a fair peace, a peace that had rules and today that thanks to that work there are the conditions. Because if we had not supported Ukraine today we would not be talking about peace, I who have unleashed the war in Ukraine, I heard these crazy things.
