General Secretary To Lam spoke at the Lao National Academy of Politics and Administration, proposing three new strategic directions to help the two countries cooperate more effectively and sustainably.
General Secretary To Lam today delivered a policy speech at the Lao National Academy of Politics and Administration, saying that solidarity is the source of Vietnam-Laos relations, according to the Ministry of Foreign Affairs.
However, when the world is changing rapidly, cooperation is not enough, but needs to be upgraded to cohesion, because this is strategic, has an overall design, has roles, and has mutual complementarity with three main directions, the General Secretary said.
Accordingly, Vietnam – Laos need bilateral engagementincluding strategic alignment of development vision, space and infrastructure, economic corridors, logistics, energy, green transformation, and digital transformation.
Need to push sub-regional cohesionespecially the three Indochina countries. The General Secretary said that the closer the relationship between Vietnam and Laos, the more sustainable the solidarity of the three Indochina countries. The more united the three Indochina countries are, the more united and strong ASEAN will be.
The third strategic alignment direction is regional and international cohesionbecause Vietnam and Laos are in ASEAN and participate in many sub-regional, regional and international cooperation mechanisms, so they need to promote their complementary strengths. According to the General Secretary, this not only helps Vietnam and Laos strengthen themselves, but also contributes to making ASEAN stronger and Southeast Asia more stable and developed.
The General Secretary also proposed a number of strategic foundations to consolidate comprehensive cooperation and promote strategic cohesion between Vietnam and Laos, which is steadfast in the goal of national independence associated with socialism; Together we build a border of peace, friendship, cooperation and development; complement and support each other in resources, resources and development space.

Vietnam and Laos need to more deeply share experience in building and perfecting a socialist rule-of-law state, experience in administrative reform, organizational apparatus of the political system, experience in public financial management, land management, natural resources, environment, urban and rural governance, and development of remote areas.
The General Secretary said that Vietnam and Laos are not only two neighboring countries, but also two members of ASEAN, where the common voice of the two countries will contribute to strengthening solidarity and unity; uphold the principles of consensus and mutual respect; ensuring that ASEAN is the center of regional cooperation structures, not divided or manipulated.
In regional and international mechanisms, the coordination of positions and mutual support between Vietnam and Laos helps each country better protect its legitimate interests; create more “resonant force” for the voice of a developing country; contributing to peace, stability, cooperation and development of the region and the world.
The General Secretary emphasized the need to take care to preserve, cultivate and promote the invaluable assets of the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos, because it is the political responsibility, affection, honor, reason for life and conscience of the two peoples.
