In Zagreb, from January 1, parents’ census thresholds in the price of kindergarten are ten percent higher

The session of the City Assembly will continue on Wednesday morning after it lasted the whole day on Tuesday, during which the most important item on the agenda was accepted – the budget of the City of Zagreb for 2026 in a record amount of 3.15 billion euros.

The higher census thresholds were adopted due to the increase in the cost of family life and indicators of the average monthly salary from January to August of this year. This, the mayor states, prevents that a moderate increase in the income of members of a joint household results in an increase in the monthly amount of their participation in the price of city kindergartens.

“By increasing the census thresholds by about 10 percent for determining the monthly amount of participation of parents/guardians in the price of the regular program, it is possible for families of different income groups to maintain regular access and availability of early and preschool upbringing and education services without additional financial burden”, it is emphasized.

The amended decision introduces the possibility of electronic receipt and processing of documentation.

The city representatives at the session accepted, among other things, the proposal of the program for the construction of communal infrastructure in the area of ​​Zagreb in 2026 and the final proposal of the decision on the adoption of the Urban Development Plan for the Desprim settlement in the city’s Brezovica district.

The Assembly approved a “Green Loan” of up to EUR 56 million to the Zagreb Holding

The City Assembly gave approval to Zagreb Holding for long-term borrowing of up to EUR 56 million through a green loan agreement with the International Finance Corporation (IFC), which is part of the World Bank group.

President of the Management Board of the Holding Ivan Novaković he said that these funds enable a significant investment cycle related to the procurement of utility vehicles, work machines and equipment for the purpose of replacing the existing outdated machinery, greater operational efficiency and increasing the scope of the provision of utility services in East, Zrinjevac and Zagreb roads.

The total fleet of the Zagreb holding will be renewed with more than 300 vehicles, machines and equipment for waste management, maintenance of green areas and roads. The investment is aligned with the environmental standards of the World Bank and will have the direct effects of reducing harmful gas emissions by up to 80 percent and reducing energy consumption.

The City Assembly also accepted the amendment and supplement to the decision on the long-term borrowing of the City of Zagreb in the amount of 206,910,000 euros from the European Investment Bank, which will still be used in 2026 in the amount of 99,524,000 euros.

The temporary head of finance, Daniela Juroš Pečnik, said that the word on a technical point because it is a debt that is greater than approved in June 2024, however, the conclusion then provided that those funds that are withdrawn exclusively for capital investments will be withdrawn during 2024 and 2025.

“However, since these funds have not been fully withdrawn, it is now predicted that only a part of these unused funds will be withdrawn in 2026, according to the dynamics of the realization of capital investments”, she pointed out.
