Minister Le Hoai Trung, special envoy of General Secretary To Lam, met with Foreign Minister Vuong Nghi and proposed that China promote cooperation in new focus areas, including science and technology.
On the afternoon of February 3, Foreign Minister Le Hoai Trung held talks with Foreign Minister Vuong Nghi within the framework of his visit to China, announcing the results of the 14th National Congress of the Communist Party of Vietnam, according to the Ministry of Foreign Affairs.
Minister Le Hoai Trung shared new views and thinking in the foreign policy of the 14th Congress, especially the addition of self-reliance in the policy of independence, self-reliance, self-reliance, peace, friendship, cooperation and development, multilateralization, diversification of foreign relations, for the first time identifying foreign affairs and international integration as “important, regular” tasks along with national defense and security.
The Minister proposed that the two sides strongly promote practical cooperation with new focus areas of science and technology, innovation, training high-quality human resources, accelerating strategic transport connections, increasing high-quality investment, balanced and sustainable development of economic and trade cooperation, expanding import of goods, especially Vietnamese agricultural and aquatic products.

Foreign Minister Vuong Nghi proposed that the two countries more effectively deploy the fields of cooperation in which the two sides have needs and strengths, focusing on well deploying standard gauge railways connecting the two countries, cross-border economic cooperation, creating breakthroughs in science and technology cooperation, and developing new quality production forces.
He affirmed that China attaches high importance to consolidating and developing relations with Vietnam, promoting the building of a strategically significant Vietnam-China Future Sharing Community.
Vietnam – China highly appreciate the good progress in relations over the past time, especially the two General Secretaries’ phone call right after the 14th Congress, opening a new situation for the comprehensive and substantive development of bilateral relations.
The two sides agreed to promote bilateral relations to develop more deeply and substantially, in-depth exchange of opinions on measures to effectively implement agreements, and high-level common awareness in the direction of “6 more”.
The two countries discussed international and regional issues of mutual concern; Strengthen closer multilateral coordination, contribute responsibly to peace, cooperation and development in the region and the world.
The 14th Congress elected the 14th Central Executive Committee consisting of 200 comrades, including 180 official members and 20 alternate members. The Central Executive Committee elected a Politburo of 19 members. General Secretary of the 13th Party Central Committee To Lam was re-elected, continuing to hold the position of General Secretary of the 14th term.
The Congress determined that the overall goal is to maintain a peaceful and stable environment; fast and sustainable development; improve people’s lives; Strategic autonomy, self-reliance, confidence, strong progress in the new era of the nation, striving to 2030 and vision 2045, Vietnam becomes a developed, high-income country.
The content of the documents has many new and groundbreaking points, which identify socio-economic development and environmental protection as central; Party building is key; Cultural and human development are the foundation; Strengthening national defense and security and promoting foreign affairs and integration are important and regular; Breakthrough development of science, technology, innovation, and national digital transformation are the central driving forces of development.
China was the first country in the world to establish diplomatic relations with Vietnam, on January 18, 1950. The two countries established a Comprehensive Strategic Cooperative Partnership in 2008.
Bilateral trade turnover in 2025 is 252 billion USD, an increase of 26.5% compared to 2024. Vietnam maintains its position as China’s fourth largest trading partner in the world. China is also the second largest investor in Vietnam in 2025.
