British Prime Minister Keir Starmer will use new powers to speed up the approval of legislative changes, which could include phone curfews or restrictions on scrolling functions. The government has promised to immediately introduce restrictions on the use of social networks following the conclusion of a consultation this summer, for children up to 16 years old.
The president’s stance on the ban appears to be changing due to growing evidence of the platforms’ negative effects. The Secretary of State for Technology receives 120 letters from parents a day asking for restrictions.
Measures could include a ban on its use by minors under 16 years of age, the introduction of phone curfews or the restriction of addictive design features like scrolling. Ministers are also considering limiting children’s interaction with chatbots and blocking their access to virtual private networks, which can be used to illicitly access pornography.
“The question is not whether we will take more measures, but what they will be”declared a government source.
Starmer’s effort
The move is part of a renewed effort by the Labor leader to show MPs that he is willing to act more quickly on key policies amid uncertainty over his future.
Downing Street insisted that a consultation was necessary to consider how any ban could work. But the changes announced on Sunday would allow ministers to act without potentially having to wait years for the new legislation to come into force.
The government is tabling its own amendment to the Child Welfare and Schools Bill as it faces a growing threat of rebellion when the legislation returns to the House of Commons next month.
The amendment will give ministers so-called “Henry VIII powers” to introduce radical changes to the lawwithout full parliamentary or legal scrutiny. A government source noted that the Online Safety Law took more than five years to pass.
The Executive stated that these powers “will allow us to act quickly on its conclusions in a matter of months, rather than waiting years for new primary legislation every time technology evolves.”
An Australian style ban?
Starmer, at a meeting with parents and young people to discuss the proposals on Monday, declared: “As a father of two teenagers, “I know the challenges and concerns parents face in ensuring their children’s safety online.”
“Technology is advancing very quickly and the law must adapt. Under my government, Britain will be a leader, not a follower, in online safety,” he said.
MPs believe their stance on an Australian-style ban is changing due to evidence on the negative effects and the growing number of countries that follow that example.
Ian Russell, whose daughter Molly took her own life aged 14, spoke about tackling harmful content. He said that we must preserve the content of the social networks of the boys who commit suicide because of it.
Parliamentary pressure to ban them
Internal pressure is growing after more than 60 Labor MPs backed an open letter last month, andn which they asked to impose a ban on minors under 16 years of age. They warned that successive governments had done “very little to protect young people from unregulated and addictive platforms”.
Lord Nash, the former Conservative education minister who led the amendment in the House of Lords, urged the prime minister to scrap the consultation and implement an immediate ban.
“Instead of further deliberation, the government should raise the age limit to 16 for the most harmful platforms now. It has the opportunity to do so when the amendment returns to the House of Commons. Every day we delay, more children fail.”
The starmer project
In his conversation this morning at Putney church, the head of government made it clear that the laws on teenagers’ access to social networks they will definitely harden. However, he said he was “open” to the possibility of this including an outright ban.
“We have given ourselves the necessary powers to ensure that we can act in a matter of months, not years. We also need to act quickly. Not only when it comes to age, but also on the devices and applications that generate that type of automatic scrolling,” he said.

Set a minimum age: Unlike the Conservatives, they will assume powers that will allow a minimum age to be implemented in a matter of months.
Restrict specific features: Those detrimental to children’s well-being that keep them hooked, such as infinite scrolling or automatic playback.
Limit vpn access: To make it difficult for children to circumvent age limits.
The Internet Watch Foundation has welcomed the commitment to tighten the rules. Hannah Swirsky, its policy director, stated: “It is crucial that legislation keeps up with evolving threats. We urge the government to provide clear guidance on how companies should build secure platforms from the start.”
