Bayramov claimed that the Armenian constitution is the most serious obstacle to the peace process

Significant progress has been made in the text of the peace agreement between Armenia and Azerbaijan, Azerbaijani Foreign Minister Jeyhun Bayramov announced today during a joint press conference with his Georgian counterpart Ilya Darchiashvili in Tbilisi.

“The number of open issues has been significantly reduced,” Bayramov said, at the same time emphasizing again that the territorial claims against Azerbaijan are still present in the Constitution of Armenia, which, he said, “are the most serious obstacle to completing the process.”

Armenia received the 10th package of peace treaty proposals from Azerbaijan. Security Council Secretary Armen Grigoryan said yesterday that Yerevan is now working towards them. He found it difficult to clarify whether the parties have come close to signing a peace treaty or not, stressing that until everything is agreed, nothing is agreed.

Although Armenia has announced that it is ready to sign a peace treaty with Azerbaijan within a year, Baku is raising new issues, demanding that Armenia change the Constitution, warning that otherwise it will not sign the peace treaty. Azerbaijan claims that there are territorial claims against neighboring countries, including Azerbaijan, in the Constitution of Armenia, legal acts and other documents adopted by the parliament. Baku, in particular, considers the Declaration of Independence mentioned in the main law of Armenia problematic, in which there is a reference to the unification of Armenia and Nagorno-Karabakh.
