The Prime Minister hopes that scientists abroad will contribute to building Vietnam

Prime Minister Pham Minh Chinh met with the Vietnamese community in Korea, expressing his hope that Vietnamese scientists abroad will contribute to the country’s development.

“Korea is a country with developed science, so it is necessary to create information channels to connect and support the transfer of science and technology from Korea to Vietnam,” said Mr. Dao Tuan Hung, Chairman of the Vietnam Business Association in Ho Chi Minh City. Korea, speaking at the meeting between Prime Minister Pham Minh Chinh and the Vietnamese community in Korea on the evening of June 30.

Mr. Hung proposed that Vietnam build a research cooperation department and prioritize research topics based on business needs. He also wants to have a fund to support scientific research and startups, operating like a venture capital fund, funded by the government and partly socialized.

Mr. Nguyen Quang Phuoc, Chairman of the Vietnam Innovation Network in Korea, said that the network has 89 members who are scientists and experts working at Korean universities and corporations, and wants to support science and technology for the country. “We want to support the transfer of science and technology, training, and consulting Vietnamese startups in Korea,” he said.

Representative of the network, Dr. Nguyen Thanh Tien said that Vietnam needs to learn from Korea about attracting foreign investment; strengthen the development of policies to promote research between domestic scientists and groups of Vietnamese intellectuals and researchers abroad.

Professor Pham Dinh Lam also agreed to establish a mechanism for Vietnamese scientists around the world to participate in research to solve domestic problems. “I propose to build a national innovation research portal. When problems are raised by the association, domestic and foreign researchers will choose together to find solutions, with the encouragement and support of the government,” Professor Lam proposed.

Prime Minister Pham Minh Chinh said he was looking forward to Vietnamese knowledge and scientists abroad contributing to building the country and asked the Minister of Science and Technology to clarify this content more clearly.

Minister of Science and Technology Huynh Thanh Dat said that the Ministry is proposing to develop a separate decree on innovation, as well as review obstacles and difficulties in applying science, technology and innovation to production and business in Vietnam.

“We are amending the Law on Science and Technology to accept risks and delays in scientific research. Research can succeed or fail, it cannot be applied immediately but may take time.” “, he said, indicating that the Intellectual Property Law has been amended in the direction of assigning the lead unit and research scientist to promote commercialization.

In addition to the regular annual budget allocated by the State for scientists, Vietnam also has a science and technology development fund to support research groups. The Ministry aims to build strong research groups so that they can cooperate with corresponding research groups abroad.

The Government has approved Project 2395 on training and fostering science and technology human resources at home and abroad using the state budget. Funding will be provided to research groups both domestically and internationally to jointly find solutions to practical problems.

“We are sending information to schools to build research groups. I really want to connect with scientists abroad to develop high technology and promote innovation,” said Minister Huynh Thanh Dat.

The Prime Minister affirmed that the Party and State always consider the overseas Vietnamese community an inseparable part of the Vietnamese ethnic community. This viewpoint has been concretized in many laws, most recently the laws on land, real estate, credit institutions… to facilitate overseas Vietnamese to return home and contribute to the country.

According to the Government leader, the community of about 6 million Vietnamese people living abroad has made very important contributions to the cause of building and defending the Fatherland, receiving respect and admiration from the host country; at the same time, always maintaining love for the homeland, country, and preserving Vietnamese identity and culture. The Vietnamese community in Korea has contributed to promoting increasingly strong bilateral relations.

There are currently about 250,000 Vietnamese expatriates living in Korea, many of whom are good producers and businessmen, have scientific works and have made positive contributions to the locality in many aspects, which are recognized and highly appreciated by Korea, according to Vietnamese Ambassador to Korea Vu Ho.

Prime Minister Pham Minh Chinh and his wife are on an official visit to Korea at the invitation of Korean Prime Minister Han Duck-soo and his wife from June 30 to July 3. The Prime Minister plans to have more than 30 activities during the visit, of which more than half focus on the economic field, which is a bright spot in Vietnam-Korea relations.
