Azerbaijan offered Armenia to agree on the fundamental principles of the peace treaty before signing a large-scale treaty, said Hikmet Hajiyev, assistant to the president of Azerbaijan, speaking at a media forum in Shushi.

“The harmonization of these principles can establish neighborly relations between the two countries,” the Azerbaijani official said.

At the same time, Hajiyev continued to insist on Baku’s demand to change the Constitution of Armenia.

“If there is a constitutional claim to the territory of another state, then it must be ended, and the legal framework must be such that it completely ends territorial claims, so that we can move forward in this matter,” he said.

Yerevan described this Azerbaijani demand as an attempt to interfere in Armenia’s internal affairs. The Armenian side has also repeatedly stated that it has no territorial claims. Regarding the recognition of territorial integrity, the leaders of Armenia and Azerbaijan reached verbal agreements in Prague and then in Brussels.

In addition, according to Ilham Aliyev’s assistant, Baku proposes to jointly apply to the OSCE with a request to stop the activities of the Minsk Group.

After the Mirzoyan-Bayramov-Blinke trilateral meeting, the foreign political departments of Armenia and Azerbaijan merely noted “the progress made by Armenia and Azerbaijan towards the conclusion of the historic treaty on the establishment of peace and interstate relations” and noted that they agreed to continue the work.
