Australia plans to tighten criteria for disability benefits and reduce their size

Australian Health Minister Mark Butler unveiled on Wednesday 22 April reforms to the National Disability Insurance Scheme (NDIS), the third largest expenditure item in the federal budget.

The goal of the reform is to reduce the rate of cost growth from 10% per year to 2% per year by 2030.

The reform includes tightening criteria for eligibility for government support, mandatory registration of service providers and toughening the fight against fraud. In addition, rates for private service providers will be reduced by 30%, and beneficiaries will be able to choose organizations from a closed list.

According to government estimates, the reform will reduce the number of aid recipients from 760 thousand people to 600 thousand people. Without reform, by the end of the decade their number should reach 900 thousand.

The average size of an individual support plan is planned to be reduced from 31 thousand to 26 thousand Australian dollars per year.

New criteria for access to the program are planned to be introduced by early 2028. The reforms will be implemented in stages – from 2026 to 2028 and beyond. The NDIS will begin transitioning to the new planning system from mid-2026. Participants over 16 years of age will be the first to switch to it.
