The fuel allowance for “low-income, heavy-duty workers” published in the Official Journal: who is affected?

The terms of the fuel allowance intended for the three million “low-income commuter workers”, announced on April 22 by the government in the face of the persistent surge in fuel prices, were published this Saturday in the Official Journal.

50 euros

As detailed in April by the government, this “fuel allowance” will be around 20 cents per liter of fuel and capped at 50 euros per person. It is “intended to limit the effects of rising fuel costs for households using a vehicle for professional purposes”, underlines the decree from the Ministry of the Economy.

For whom?

It is intended for workers whose reference tax income per share is less than or equal to 16,880 euros, and who travel “more than 15 kilometers per journey and per day between their home and their place of work or more than 8,000 km per year as part of their professional activity (this condition including home-work journeys)”, it is specified.

According to figures communicated by Matignon in April, this system concerns 2.9 million French people.

When ?

The system should be available by the end of May on the impots.gouv.fr website, the government indicated. Its exact opening date is not yet known and will be fixed in a decree.

“A specific application is being developed,” explained the Minister of the Economy Roland Lescure in April. This will a priori be available “by the end of May”, according to him. “All this will be retroactive to the months of April, May and June,” he added.

The Prime Minister, Sébastien Lecornu, announced on April 22 new aid intended for three million “modest hard-working workers”, and increased support for fishermen and farmers.

The executive had also extended fuel aid, expanding it to sectors such as construction and taxis and VTC.

The cost of this aid reached 180 million euros for the month of May, detailed the Minister of Public Accounts, David Amiel.

Aid for agricultural fuels

A separate decree published on Saturday records the aid intended for users of agricultural fuels (non-road diesel, GNR) announced for the month of April, i.e. 3.86 cents per liter which corresponds to the excise duty.

This tax exemption on agricultural GNR represents 14 million euros. The 2026 budget already provided for 1.3 billion euros in tax relief on RNG for farmers.

The decree specifies that the aid can be extended by one month but the government announced at the end of April new measures to increase the aid from 3.86 to 15 cents per liter for farmers and from 30 to 35 cents for fishermen compared to 20 cents previously.

In April, the maximum amount paid is set at 50,000 euros and farmers can request it for two months using a dedicated form (portal.chorus-pro.gouv.fr site) by sending their invoices and a sworn declaration.
