The Ministry of Science and Technology issues an action program for double-digit growth target

On April 28, the Ministry issued an Action Program to implement the Government’s Resolution and implement the Resolution of the Party’s 14th National Congress. This will be the basis for agencies, organizations and units under the Ministry to implement tasks based on their unit’s functions, in association with Vietnam’s double-digit growth target.

One of the goals mentioned in the program is to focus on implementing assigned strategic targets. Accordingly, the Ministry of Science and Technology was assigned quantitative targets such as: the contribution of total factor productivity (TFP) to growth reached over 55% in the period 2026-2030; The proportion of digital economy in GDP reaches 30% in the period 2026-2030; The average speed of the science and technology service sector reaches 12% in the period 2026-2030; The rate of enterprises with innovation activities will reach over 40% of the total number of enterprises by 2030. In addition, the program also emphasizes the goal of promoting propaganda, dissemination, thorough understanding, and synchronous and effective implementation of assigned tasks of the Ministry.

To achieve these goals, the Ministry sets out three general tasks and three groups of specific tasks, with implementation plans for each unit. Among them, one of the important general tasks is “improving the quality of science and technology human resources; having effective policies to attract and utilize talents associated with competency standards, professional ethics, and effective task performance”.

Three groups of specific tasks

In addition to general tasks, the action program of the Ministry of Science and Technology proposes three groups of specific tasks, including: Completing synchronous development institutions; Establishing a new growth model with science, technology, innovation and digital transformation as the main driving forces; and Breakthrough in the development of science, technology, innovation and national digital transformation.

Accordingly, the Ministry requires relevant units to synchronously complete the legal system on science, technology, innovation and digital transformation; Review and amend laws related to measurement standards, artificial intelligence, postal, telecommunications, radio frequency and new technology fields. In addition, the Ministry also requires the development of a legal framework for new technologies and economic models, such as low-altitude space economy and unmanned aerial vehicle (UAV) management.

“Establish a mechanism to promote technology testing and commercialization, deploy pilot models for new technologies and products; innovate the ordering mechanism, assign science, technology and innovation tasks according to output results; develop the science and technology market, accelerate the translation of research results into practice”, the task states.

With the task group on establishing new growth models, the Ministry emphasizes developing new growth drivers based on science, technology, data and innovation. New production capacity will be formed based on technology and data, while promoting the development of high-tech industries, digital technology, digital economy and fields with high added value, creating a foundation for rapid and sustainable growth.

The Ministry also requires promoting comprehensive digital transformation in businesses, especially small and medium-sized enterprises, and supporting businesses to apply digital technology in production, business and management; Improve competitiveness and ability to participate in global value chains.

With the task group on breakthrough development of science, technology, innovation and national digital transformation, the Ministry requires relevant units to innovate and restructure national science, technology and innovation programs in a streamlined, effective, focused and focused direction, focusing on priority areas and strategic technology. In addition, the Ministry also sets the task of creating a breakthrough in developing information and communications infrastructure; Prioritize investment and modernization of digital infrastructure; Strongly develop the national creative startup ecosystem on a technology platform, support the formation and development of creative startups, innovation centers and intermediary organizations.

In the requirements section, the action program also emphasizes that tasks and solutions “must be implemented synchronously, promptly, in accordance with functions and tasks”, and at the same time “ensure feasibility, efficiency and resource savings, promoting the fundamental and key role of science, technology, innovation and digital transformation in socio-economic development”.

Programs also need to clearly define goals, products, completion time, and responsibilities for each individual and unit in charge and coordinate in organizing, implementing, inspecting, monitoring, and evaluating implementation results according to regulations.
