Will create conditions for green transformation businesses to easily access capital

The information was stated by Deputy Minister of Agriculture and Environment Le Cong Thanh at Green Transformation Day 2026, an event organized by Labor Newspaper and Hanoi People’s Committee on May 16.

The Deputy Minister acknowledged that the conditions for successful green transformation are to have green capital flows, mechanisms to encourage transformation and clear green criteria. Accordingly, in the coming time, this agency will continue to perfect environmental criteria, green projects, and meet circular economy criteria. At the same time, they will promote transparency of green capital flows, greening of production and consumption, and prevent “formal greening”.

According to Mr. Thanh, this is to create conditions for genuine, responsible and innovative businesses to have more favorable access to sustainable financial resources.

Last year, green credit accounted for nearly 4.2% of the total outstanding debt of the economy. This number includes loans in the fields of renewable energy, agriculture, transportation, waste treatment… The scale of green credit will grow by 9.5% and 14.6% respectively in the two years 2024-2025.

Vietnam aims for double-digit growth in the coming period, to become a high-income country by 2045 – on the occasion of the 100th anniversary of the country’s founding. The operator also aims to commit to reducing net emissions to zero (Net Zero) by 2045.

Deputy Minister of Agriculture and Environment said that green transformation is not an incentive choice but a mandatory requirement of development, a condition for businesses to participate more deeply in the global value chain and improve national competitiveness.

According to him, the executive clearly identified the requirement to build a new growth model based on science and technology, innovation, digital transformation and green transformation; promoting digital – green – circular economy and energy transition.

“To have a new growth model, Vietnam must accelerate green transformation,” said Deputy Minister Le Cong Thanh. He also believes that green transformation is not a fixed destination but a continuous journey of innovation and creativity. Therefore, each industry, locality and business needs to clearly define a roadmap with specific actions, not wait or stand on the sidelines.

At the event, Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade), said that Directive 09 of the Prime Minister issued in March 2026 sets out requirements to increase energy saving, promote energy transition and develop electric vehicles.

According to Ms. Giang, energy transition will help reduce dependence on fossil fuels, reduce emissions and open up development space for new industries such as wind power, solar power, biomass or green hydrogen. Meanwhile, green transportation development will promote the transition from petroleum vehicles to electric vehicles, creating more opportunities for the battery industry, charging stations and green transportation infrastructure.
