INGV has formalized the internal establishment of a structure dedicated to multi-risk analysis, consolidating an operational experience which since 2016 has constituted a point of reference for the Union Civil Protection Mechanism. The initiative supports and coordinates an international partnership that unites 23 scientific institutions distributed across 14 Member States, focusing the skills of the Italian institute in the sectors of seismology, volcanology and tsunami warning systems. The creation of this structure responds to the need to provide monitoring activities with a stable organizational structure, capable of guaranteeing the continuity of emergency services and enhancing the integration between advanced scientific research and field intervention protocols.
From a technological point of view, the integration of monitoring networks allows you to process data from sensitive multi-parametric platforms, evaluating not only individual geophysical events but also their possible chain interactions and the evolution of the phenomena over time. This analysis architecture allows you to provide summary and operational reports directly to the Emergency Response Coordination Center of the European Commission. The transfer of technological skills simulates the surveillance infrastructure that INGV historically employs for the Civil Protection Department in Italy, extending early warning models to a continental scale. The formalization of the center also aims to encourage the development of new computational algorithms and access to international funding channels for the training of specialized personnel.
The stabilization of these scientific partnership networks highlights the strategic role of research institutions in the governance of European public safety. Fabio Florindo, President of INGV, underlined the importance of the institutional transition by declaring that “the establishment of the ARISTOTLE-ENHSP Multi-Hazard Center represents an important step towards consolidating scientific and operational experience of European importance within INGV.
