La Jornada: Carlos Torres is profiled as head of Nafin and Bancomext

Carlos Torres Rosas will assume command of development banking in Mexico, once the appointment of Roberto Lazzeri as Mexican ambassador to the United States is approved, according to tax sources.

The appointment of the now technical secretary and general coordinator of Welfare Programs as director of the National Bank of Foreign Trade (Bancomext) and National Financial Bank (Nafin) would become official once the Senate approves Lazzeri’s appointment.

According to data reported to the Public Service, Torres Rosas is originally from Durango and has a degree in business administration sciences from the University of Bath, in the United Kingdom.

Before joining the federal public administration during the six-year term of Andrés Manuel López Obrador, he worked at the private company Fairlife LLC, dedicated to the food and beverage sector.

In 2021, Torres Rosas was appointed general coordinator of Comprehensive Development Programs, a position that put him in charge of 32 state superdelegates and 260 regional delegates who are responsible for organizing the development plans and programs of the government of the Republic.

Also from that position, the man from Durango was in charge of more than 20 thousand national servants, in charge of registering people who required it for social programs, including those of the Ministry of Welfare.

At the beginning of Claudia Sheinbaum’s government, he was ratified as technical secretary of the Presidency, from where he is also in charge of supervising the Welfare programs.
