The House gives the green light to the nuclear bill. Now the measure passes to Palazzo Madama

Green light from the Chamber of Deputies for the delegation to the government regarding sustainable nuclear energy. There were 155 votes in favour, 86 against and 8 abstentions. The measure passes to the Senate for consideration.

The bill must now be approved in the Senate

The provision, which will have to be definitively approved by the Senate, gives the government the delegation, to be exercised within one year, to regulate the production and use of energy from sustainable nuclear sources in the national territory. The legislation must comply with European and international obligations, decarbonisation policies by 2050 and is aimed at achieving Italy’s energy security and independence, as well as containing the costs of energy consumption for users. The text regulates the procedure for adopting legislative decrees. In particular, they are adopted on the proposal of the Minister of the Environment and Energy Security, in agreement with other competent ministries, after acquiring the agreement of the Unified Conference, the opinion of the Council of State and the opinion of the parliamentary commissions competent for the subject and for the financial profiles. It also provides for the possibility of adopting supplementary and corrective measures within two years of the entry into force of the decrees implementing the delegation.

The content of the provision

The provision then defines the object of the delegationwhich must include: a national program aimed at developing the production and use of energy from sustainable nuclear sources and fusion; adequate information and training tools on the role of nuclear technologies for the purpose of decarbonisation; provisions for adaptation to EU regulations and international agreements on the matter; the regulation of the decommissioning and dismantling of nuclear installations existing on the national territory; the discipline of experimentation, location, construction or installation and operation, up to decommissioning, of plants for: – nuclear energy production, also for the purposes of hydrogen production and, as specified in the reference, heat, and related security systems; manufacturing e di reprocessing of nuclear fuel; temporary storage of radioactive waste and spent fuel, as well as permanent disposal facilities; the regulation of the use of energy from sustainable nuclear sources also for the naval and maritime sector; the discipline of research, development and use of fusion energy; the methods for promoting research and development activities in the sector of nuclear fission and fusion energy; the provision of measures for the promotion and valorisation of the territories concerned; training methods for technicians, researchers, engineers, physicists and any other professional figure, for the development of the necessary skills; the reorganization of the regulations regarding safety, supervision and control, also evaluating the establishment of an independent administrative authority; the regulation of a system of guarantees in relation to the entire life cycle of the plants; the regulation of any methods of support for the construction of plants and the production of energy from sustainable nuclear sources and fusion; coordination with other rules that regulate the energy market.

The production of nuclear energy in Italy, inaugurated in the first half of the 60s of the last century, stopped at the end of the 80s, following the referendum promoted after the accident which occurred on 26 April 1986 at Chernobyl power plant.

Tajani, good vote in the Chamber; fundamental choice for Italy

“I am very satisfied with the House’s vote on nuclear power, it is a fundamental choice for our economy.” This was said by the Foreign Minister, Antonio Tajani, speaking to journalists in Val d’Aosta.
According to Tajani, “latest generation nuclear power will allow us to make a leap of great quality and finally guarantee our freedom from external influences”.

“Italy cannot do without nuclear energy. It is the most urgent and important thing to prospectively lower bills for families and businesses. But we must start with the projects by the end of the legislature.” This was stated by the Minister of Transport Matteo Salvini, intercepted by reporters in front of Palazzo Montecitorio.
