In his speech, Putin denounced an increase in the “potential for conflict” in the Pacific region and in the nearby Arctic area, also linking it to the presence and activities of NATO in the area. “But Russia has always supported, and continues to confirm its readiness to cooperate in the Arctic and the use of the Northern Sea Route. Of course, within the framework of existing international maritime law,” Putin said.

Japan in the strategic crosshairs

The reference to the Pacific also takes on particular importance for Japan, with which Russia maintains significantly deteriorated relations. The area is also affected by increasing military activity.
