Cars at the end of their life from waste to resource. Every year, in Europe, 10 to 12 million vehicles are disposed of which represent a reliable source of precious raw materials. Therefore, if not managed correctly, they can cause environmental problems and the European economy loses millions of tonnes of materials. For this reason, from tomorrow, Thursday, the new rules on design, production, collection and treatment at the end of life of vehicles, aimed at strengthening the circular economy in the automotive sector and supporting Europe’s strategic autonomy.
Recycling of steel, aluminium, copper and plastic from scrap cars
By promoting the recovery, reuse and recycling of steel, aluminium, copper and plastic, the ELV Regulation will strengthen resource safety in Europe, will reduce dependence on raw materials imported virgins, will support the industry and reduce waste. It will also create new business opportunities for the entire supply chain, foster better collaboration between manufacturers, dismantlers and recyclers and reduce waste and environmental impact.
First mandatory targets in Europe
Manufacturers will have to provide clear and detailed instructions for the removal and replacement of components both during use and at the end of their life, thus ensuring easier decommissioning of vehicles. The regulation also introduces the first mandatory targets in Europe for recycled plastic content in vehicles, in order to stimulate demand for recycled materials. Measures that encourage reuse, remanufacturing and remanufacturing will increase the availability of used parts.
Strengthening producer responsibility will ensure adequate financing of end-of-life vehicle waste treatment and promote higher quality recycling. Furthermore, only roadworthy cars will be able to be exported outside the EU. Executive Vice President for Prosperity and Industrial Strategy, Stephane Sejournè, said: “The ELV Regulation is not just about waste, but also about resilience and Europe’s industrial future. It helps reduce our dependence on external suppliers, strengthens Europe’s economic security and keeps strategic resources within the EU. This is not just good environmental policy, but pragmatic industrial policy.”
“It’s not just about recycling, it’s about securing critical materials and making our automotive sector truly circular. Every car dismantled, every tonne of steel, aluminium, copper or plastic recovered is a step towards a more resilient Europe,” said Commissioner for the Environment, Water Resilience and a Competitive Circular Economy, Jessika Roswall.
