A clinic was suspended for illegally transmitting stem cells

Kamly General Clinic had its operating license revoked for 6 months and was fined 267 million VND for many violations such as transmitting stem cells, NMN, NAD+ without a license and advertising beyond the scope of its expertise.

Hanoi Department of Health on August 12 decided to sanction Kamily Company Limited, the management unit of Kamly General Clinic (119-121 Kham Thien) with 6 violations. Previously, the authorities received feedback from the press and people about this cosmetic facility advising on NMN, NAD+ and stem cell infusions without a license.

Specifically, Kamly General Clinic was fined 90 million VND for applying new techniques and methods in medical examination and treatment without permission from the Minister of Health or the Director of the Department of Health. The clinic was also fined 100 million VND for advertising beyond the scope of practice or approved scope of professional activities.

Four other violations include not updating the list of practitioners when there are changes (8 million VND); not ensuring the operating conditions of the polyclinic (30 million VND); Failure to prepare medical records according to regulations (4 million VND); Failure to ensure adequate emergency transportation, medical equipment, and essential drugs for emergency treatment (35 million VND).

In addition to the fine, the Hanoi Department of Health revoked the license to operate medical examination and treatment of Kamly General Clinic for 6 months. The practice certificate of Mr. Dang Quang Duc, the doctor in charge of the clinic’s technical expertise, was also revoked for 4.5 months.

The Department of Health requires clinics to remove, dismantle, delete advertisements or recall newspaper and magazine products with advertising content beyond the scope of practice as prescribed.

Previously, Hanoi’s health sector affirmed that no medical facility or pharmacy in Vietnam was licensed to provide beauty services or products from human stem cells.

“NMN, NAD+ or stem cells are complex medical methods and products with many potential risks if not performed by qualified and licensed facilities,” said a representative of the Hanoi Department of Health.

NMN, NAD+ and stem cells are important elements in the body, with potential to prevent aging and restore health. NMN is a precursor that helps the body produce NAD+, a main energy “transmitter” of cells. Stem cells are “mother cells” that have the ability to differentiate into different cells, holding promise in regenerative medicine. However, the application of these methods, especially direct infusion into the body, requires in-depth research and strict licensing.

To protect their health, people need to proactively look up information about the legality of medical examination and treatment facilities, beauty services and pharmacies before using. When detecting establishments engaging in false advertising, advertising beyond the scope of licensed expertise, or arbitrarily performing unlicensed techniques, people need to immediately report it to the local health management agency for timely inspection and strict handling in accordance with the law.
