La Jornada: Temporary registration launched for the supply of petroleum products for self-consumption

The National Energy Commission (CNE) implemented a temporary registration program for all people and companies that carry out dispatch activities for self-consumption of petroleum products, such as gasoline and diesel, to guarantee the continuity of these operations while the final regulation is issued and the corresponding permits are granted.

The regulatory body indicated in the agreement published in the Official Gazette of the Federation that this measure seeks to avoid the interruption of essential activities in strategic sectors such as cargo and passenger transportation, agriculture and mining, which depend on the internal supply of fuel for their daily operation.

The program indicates that those who already carry out dispatch for self-consumption must register in a registry enabled by the CNE on its official portal, so they must provide information on facilities, location, storage capacity, type of oil products, vehicles serviced and legal origin of the fuel used.

Once registration is completed, the authority will issue a digital certificate that will allow those registered to continue their operations temporarily, although this certificate does not replace or equal a formal permit.

With the entry into force of the program, the aim is to identify all the facilities where this activity is carried out, obtain precise data on consumption volumes, technical characteristics and location of the properties, as well as strengthen the supervision and traceability of operations.

The CNE emphasized that dispatch for self-consumption can only be carried out at service stations for a specific purpose or its own distribution plants, without the possibility of selling, assigning or transferring the products to third parties or issuing invoices for their sale.

The registry will be open until December 31, 2026. At the end of this period, only those who have the certificate issued by the CNE will be able to continue operating, which will be valid until the guidelines for granting definitive permits are published and each request is resolved formally.
