Electronic identity card, new for those over 70

From Thursday 30 July the new regulation on the duration of theelectronic identity cardfor those over 70comes into force. Cards issued starting from 30 July 2026 to individuals aged seventy or over at the time of the request for issue will have an unlimited durationand can also be used for expatriation purposes. The measure is contained in the latest DL Pnrr, which provides for a series of regulatory simplifications, published in the Official Journal on 19 February.

The provision provides that the interested party remains entitled to request the renewal of theidentity cardten years after its issuance, for the purposes of the validity of the authentication certificate.

Purpose of the measure

The purpose of the provision, we read in theParliament’s study dossier, “is to simplify the administrative obligations for elderly citizens and municipal administrations, intending to reduce burdens for older subjects (who in Italy number 10,831,525, according to ISTAT data referring to the resident population on 1 January 2025)” and to allow “a rationalization of administrative resources”, so as to “reduce the burden of work ofmunicipal offices and correspondingly the waiting times for the issue of theelectronic identity card“.
