According to data published by the Ynet portal, in 2025, municipal inspectors in Tel Aviv-Jaffa issued more than 55 thousand fines for violating the rules for riding electric scooters and electric bicycles. The total amount of fines exceeded 29 million shekels.
In second place by the number of fines is Ashkelon (4217), which replenished the municipal treasury by 1 million shekels. This is followed by Rishon Lezion with 3,314 fines, Holon with 2,771 fines, Netanya with 2,677 fines, Be’er Sheva with 1,350 fines and Ashdod with 1,006 fines.
At the same time, not a single fine was issued in Jerusalem, Ness Ziona, Kiryat Gat, Beit Shemesh, Afula, Umm el-Fahm, or Nazareth. In Rehovot, 21 fines were issued, in Givatayim – 47 fines, which indicates a complete or almost complete lack of supervision over the behavior of cyclists and scooters on the roads.
Riding an electric bicycle or electric scooter is permitted from the age of 16. It is prohibited to drive without a helmet, without training (persons who do not have a driver’s license must pass a separate exam), with a mobile phone in their hands, or with a passenger. It is also prohibited to ride on sidewalks that do not have a separate bicycle lane. Fines range from NIS 250 to NIS 1,000 depending on the violation.
