Collect opinions on the draft list of 12 strategic technologies

The Ministry of Science and Technology is collecting comments on a draft list of 12 strategic technologies and 32 strategic technology products.

According to the draft, the list is divided into two groups with clear directions: one group is technologies that already have a market, can be deployed and create value immediately; The remaining group is fundamental technologies, which need long-term investment to create new development momentum.

The first group includes 7 technologies, including: Artificial intelligence and digital twins; Blockchain, cloud computing, big data and IoT; Next generation mobile network technology; Advanced robotics and automation technology; Advanced biomedical technology; Advanced energy technology and smart grid; Advanced material technology.

The common point of this group is that the market has been formed and the application needs are relatively clear. Some fields such as artificial intelligence, big data, cloud computing, 5G network, and robotics have had the participation of domestic businesses, initially forming products and services capable of commercialization.

The second group includes 5 fundamental technologies for the future, including: Semiconductor chip technology; Cybersecurity and quantum technology; Rare earth, ocean, underground technology; Aviation and space technology; High-speed rail technology.

Unlike the first group, these fields cannot create an immediate economic impact in the short term, but play an important role in creating new growth drivers and ensuring autonomy in security and defense.

Along with the technology list, the draft also provides 32 strategic technology products, divided into two corresponding groups.

In the market group, there are 22 products included in the draft. Many products can create a large and direct impact on economic development such as the Vietnamese Large Language Model; Virtual assistant and AI agent (AI Agent); Specialized AI platform and decision support system; AI camera processing at the edge; Digital Twin; Cloud computing platform; Blockchain network infrastructure; Traceability system; New generation 5G and 6G telecommunications network equipment and systems; Autonomous mobile robots; Industrial robots.

In addition, the portfolio also includes products related to biotechnology, agriculture, materials and energy such as Food Deep Processing Systems; Post-harvest quality monitoring and preservation system; New generation vaccines; Cell therapy; Like the new generation… These are fields with great practical application needs, associated with production and life industries.

For the long-term group, the focus is on 10 technology products with high technical content such as AI chips, IoT chips, specialized chips; Security and network security products for critical infrastructure and national databases; Quantum communication, quantum computing, quantum sensing; System of exploitation and deep processing of minerals and rare earths; Small modular nuclear reactor (SMR); Satellite, a constellation of low-orbit Earth observation satellites; along with items related to high-speed rail…

Previously, in June 2025, Decision No. 1131 on the List of strategic technologies and strategic technology products was issued. Through review, some products in the old portfolio have long-term significance but the immediate implementation conditions are unclear and not closely tied to growth and competitiveness problems. On the contrary, some technology products that already have a market and have a direct impact on the economy such as agriculture – forestry – fisheries, processing industry, textiles and garments, footwear, construction, and energy are not in the list.

The new draft is therefore built in a streamlined direction, focusing on technologies and products that are decisive for the country’s immediate and long-term development.

According to the Ministry of Science and Technology, the implementation of the strategic technology list recently has achieved some initial results. Some ministries and branches proactively develop plans, identify key product groups and deploy testing and ordering mechanisms appropriate to the characteristics of each field.

Institutes and schools have formed a number of strong research groups in fields such as semiconductors, artificial intelligence, automation, and biotechnology. Some domestic enterprises are also initially mastering part of the core technology, developing and commercializing products such as AI cameras, 5G networks, drones, large Vietnamese language models or industrial robots.
