Launching the National Information System on science, technology and innovation

The Ministry of Science and Technology introduces the National Information System, providing 137 industry statistical indicators and 17 national statistical indicators in the field.

The National Information System is one of the shared digital platforms, with the address www.sti.gov.vn, launched on the morning of September 11.

One of the highlights of the system is the ability to multi-dimensionally link data about science and technology organizations, scientists, science and technology tasks and scientific publications. The system also collects citation data and calculates indicators to evaluate the quality of Vietnamese scientific journals and articles.

The system has connected and integrated data with the National Data Center, supports single sign-on via VNeID and is ready to connect and share real-time data with the National Population Database.

Mr. Tran Dac Hien, Director of Information, Statistics and Scientific Evaluation, Ministry of Science and Technology, said that the system was built to form a unified science, technology and innovation information hub, capable of connecting and sharing on a national scale.

Data on organizations, human resources, tasks, research results, publications and scientific citations will gradually be linked. According to Mr. Hien, the goal is not just to “have data” but to “use data and create value from data”.

Mr. Dao Ngoc Chien, Director of the National Foundation for Science and Technology Development (Nafosted), assessed that the system marks “a clear step forward” in the method of managing science, technology and innovation, from distributed management relying heavily on records and reports to governance based on data, evidence and results.

He expects the system to help improve the quality, transparency and efficiency of sponsorship activities; promote management for results and impact; At the same time, it reduces the administrative burden for scientists and host organizations.

From a local perspective, Mr. Nguyen Anh Tuan, Deputy Director of the Hanoi Department of Science and Technology, said that the system helps management agencies, experts, scientists and businesses have more data to serve their work.

Managers have more information to make policies, scientists and experts have data to support research and policy advice, and businesses can search for information about technology to serve innovation. He wants the system’s data to always be “sufficient” and “correct” because only when the data is sufficient and correct can the system be “clean and viable”.

Meanwhile, Professor. Dr. Nguyen Huu Duc, former Deputy Director of Hanoi National University, proposed establishing a data-based strategic research and policy forecasting group. According to him, the Ministry needs to have a mechanism to encourage the community to participate in providing data and promote statistics and synthesis according to goals.

Speaking at the event, Deputy Minister of Science and Technology Le Xuan Dinh acknowledged that the national information system on science, technology and innovation is the basis for forming an overall picture of the country’s potential, activities and results of science, technology and innovation.

However, the launch of the system “is just the beginning”. The value of the system does not lie in the software but must be measured by data quality, connectivity, exploitation level and actual efficiency.

In the coming time, the Ministry of Science and Technology will complete the data according to the criteria “correct, sufficient, clean, live, unified, shared, shared”, strengthen authentication and verification of important data, ensuring high reliability of information on the system.

The Deputy Minister requested units to promote connectivity, interoperability and data sharing, minimizing duplication. In addition, the system must also support commercialization of research results. Scientific products and new technologies will be known to people and businesses through this information portal.

Finally, he calls for a strong shift from data management to exploiting the value of data. The Ministry’s units must research analysis, statistics, visualization tools, and use AI to exploit data for direction, administration, potential assessment, trend monitoring, and policy making. “Data must truly become the basis for decision-making, not just for storage and lookup,” he emphasized.
