Hai Phong is having many cooperation in training and investment in science and technology, accordingly this will be one of the country’s leading centers for high-quality human resources in the electronics and semiconductor industry.

Minister of Science and Technology Huynh Thanh Dat expressed his confidence when evaluating the Program to coordinate activities on science and innovation with the People’s Committee of Hai Phong City, on the afternoon of March 29.

He highly appreciated the results after more than a year of implementing the coordination program between the Ministry and Hai Phong City People’s Committee. “This is the most successful and highly appreciated cooperation model when the ministry implements it with localities,” Mr. Dat said.

Hai Phong has concretized the coordination program with the following tasks: providing data to calculate the Local Innovation Index (PII); Completed the application of the pilot chapter of TCVN ISO 18091-2020 standards in 12 districts; Support businesses to apply quality systems according to Vietnamese and international regulations and standards; Successfully organized working groups to survey and connect technology supply and demand…

According to the Minister, Hai Phong city ranked third nationwide in terms of PII as a result of many years of efforts and continuous investment in science, technology and innovation activities.

In fact, when the Ministry of Science and Technology piloted the assessment of local innovation capacity in 2022, Hai Phong was one of the localities volunteering to do so.

Noting the achieved results, Deputy Minister of Science and Technology Nguyen Hoang Giang expressed his hope that Hai Phong would pay more attention to implementing the cooperation program, allocating resources and implementing methods.

He frankly said that some major science and technology programs that have an impact on the city’s development are only in their early stages. “Hai Phong has not created a big change that has involved many departments, agencies, bureaus or large enterprises,” Deputy Minister Giang said.

Therefore, leaders of the Ministry of Science and Technology proposed that Hai Phong City continue to pay attention to innovation and science and technology, using about 2% of the budget for this activity.

At the meeting, leaders of the Ministry of Science and Technology and Hai Phong City People’s Committee witnessed the signing of a cooperation agreement between Ho Chi Minh City Hi-Tech Park, SunEdu International Education Joint Stock Company and Hai Phong Economic Zones Management Board. According to the cooperation agreement, in the period 2024 – 2027, the parties will train 1,000 to 1,200 engineers and experts specializing in microchips for lecturers and engineers in Hai Phong and surrounding areas; Training 3,000 – 5,000 workers with basic skills in microchips and many other research and cooperation activities in startups and innovation.

Minister Huynh Thanh Dat assessed that this is a practical activity to build high-quality human resources, especially in the semiconductor industry, which is playing an increasingly important role in the world economy, with its market size. Globally, it will reach over 520 billion USD in 2023 and continue to grow rapidly.

The Minister said that over the past 30 years, the value chain of the semiconductor industry has been shaped and has high barriers to entry, making it difficult for developing countries to participate. However, with the repositioning of the industry value chain after Covid-19 and the technological competition between major economies, Vietnam is considered a country with many opportunities and necessary factors for development. semiconductor industry ecosystem, with the potential to enhance its position in the global semiconductor supply chain.

He said that recently, the legal corridor to create conditions for prioritizing investment attraction and semiconductor development has been built. Vietnam is increasingly attracting many large corporations in the semiconductor industry from developed countries such as the US, Korea, Japan, the Netherlands… Many domestic companies have also entered the market such as Viettel, FPT, VNChip….

Previously, the delegation of the Ministry of Science and Technology visited Sin-Etsu Vietnam Magnet Materials Co., Ltd. and Universal Scientific Industrial Vietnam Co., Ltd., headquartered in Hai Phong. Here, business representatives expressed satisfaction with Hai Phong City’s investment attraction policies and pledged to invest long-term, sustainably, protect the environment and utilize Vietnamese talents.

Mr. Sakashita, General Director of Sin-Etsu Vietnam Magnet Materials Co., Ltd. hopes to soon access Vietnam’s rare earth resources to replace supplies from China that are expensive and too strictly controlled. .
