According to the Head of the Central Propaganda Department, it is necessary to soon issue a National Strategy on intellectuals, clear bottlenecks and improve policy mechanisms, promoting the development of young intellectuals.

The message was mentioned by Head of the Central Propaganda Committee Nguyen Trong Nghia at the visit and working session at the Vietnam Union of Science and Technology Associations (VUSTA) on the afternoon of April 23, in Hanoi.

At the meeting, he highly appreciated the role and importance of the team of scientific and technological intellectuals. He acknowledged that VUSTA has performed well its role as a bridge between member associations and Party and state agencies, and the Vietnam Fatherland Front to mobilize and gather scientific and technological intellectuals at home and abroad. Over more than 40 years, VUSTA has attracted a team of scientific and technological intellectuals with about 3.7 million members, including about 2.2 million intellectual members, accounting for nearly 1/3 of the entire intellectual population. water.

However, he frankly admitted that there are still some problems such as not being able to attract many young intellectuals and overseas Vietnamese intellectuals to participate in association activities. Lack of mechanism in research and application of science and technology. The movement to participate in creative technical innovation is still difficult.

The Head of the Central Propaganda Department emphasized the development of new types of technology, digital technology, green economy, circular economy… increasing demands on intellectuals. He asked VUSTA to thoroughly grasp and implement the Resolution of the 13th Party Congress, including resolutions and directives on building a team of intellectuals, developing science and technology, and innovation.

He proposed that ministries, including the Ministry of Science and Technology, coordinate to issue a National Strategy on intellectuals to clear bottlenecks and perfect policy and research mechanisms in accordance with specific directions. implementation of the Resolution on developing the intellectual team.

According to him, the environment of multi-generational intellectuals and young people returning to contribute in the context of multilateralization and the market economy will be difficult. Therefore, it is necessary to focus on gathering and connecting members of the intellectual team.

He also emphasized the need to improve policy mechanisms and create conditions for the development of intellectuals, “especially focusing on the role of international integration, leapfrogging achievements from advanced countries, approaching the field of advanced, especially in the field of science and technology”.

At the meeting, scientists and experts also raised problems with policy mechanisms, difficulties in financial records or the existence of non-public sector payrolls. Faced with this issue, Deputy Minister of Science and Technology Tran Hong Thai said that the Party’s great orientation towards developing science and technology, innovation and building a team of intellectuals is of fundamental significance to the industry. .

He said that with the current model mechanism, public research institutes also face difficulties and cannot form strong research groups. Therefore, he wanted VUSTA to discuss ordering research groups, contracting products, and proposing conversion solutions to remove financial difficulties and connect the science and technology ecosystem.

The draft National Strategy for developing intellectuals until 2030 was assigned by the Prime Minister to the Ministry of Science and Technology to preside over research and development from 2022.

The draft Strategy has been developed and consulted with ministries and branches. The Strategy is expected to propose tasks and breakthrough solutions to continue promoting achieved results, overcome limitations, and take advantage of available opportunities and favorable conditions, proactively confronting them. with the challenges posed to the Vietnamese intellectual team. Thereby, promoting the strength of the intellectual team in building and protecting the Fatherland, contributing to the successful implementation of the socio-economic development strategy until 2030.
