Peace Council releases 15-point Gaza reconstruction plan

According to the published document, paragraphs 1-5 are devoted to basic principles, paragraphs 6-11 – security issues, paragraphs 12-14 – the activities of the international stabilization force and the withdrawal of the IDF, and paragraph 15 concerns the reconstruction of the Gaza Strip.

The clarification to paragraph 14 states that responsibility for maintaining security in areas determined to be safe and fully demilitarized should be transferred to Palestinian civil authorities under the control of the NCAG structure. The goal is Gaza’s gradual transition to a system of governance and security under the control of Palestinian transitional institutions, rather than armed groups or military confrontation.

Paragraph 15 links large-scale recovery of the sector to proven stability and functioning of the civil administration. The document emphasizes that sustainable financing and reconstruction projects are not possible in areas where “parallel armed structures” continue to operate and instability continues.

The plan’s authors say the transition from humanitarian assistance to long-term recovery can only be achieved with stability, functioning civil institutions, access to rebuild infrastructure, and confidence in maintaining gains.

According to the document, the faster the implementation of the plan progresses, the faster large-scale work to restore housing, schools, hospitals, infrastructure and the economy can begin in Gaza.
