Electoral law, the center-right is nervous and studying a faster process

If the agreement on the changes to be made to the text of the reform of the electoral law is already insured, and the centre-right confirms the intention to proceed at full speed – as indicated by the prime minister Melonseven more so after the breath of fresh air that came from Municipal – with the aim of receiving the first green light by the summer, the technical path is instead still under the magnifying glass of the centre-right.

Various hypotheses are being examined – amendments o encore text – to decide on the most suitable tool to avoid slowing down time first in the commission and then in the Chamber. The points of the reform on which corrections are necessary obtained the seal of the leaders while the technicalities were also discussed today by the sherpas of the majority, who met before the start of the general discussion in the commission Constitutional affairs of the Chamber.

Protests from the opposition

Discussion preceded by a heated debate, with the oppositions who complained about the fact that we proceeded by talking about a text destined to be modified but whose corrections have not yet been deposited. “The majority plays hide and seek: journalistic indiscretions leak out, the ministers speak, but then the texts are not seen in the commission”, accuses the secretary of More Europe Riccardo Magi.

And the Pd con Simona Bonafè he adds: “We are still working on a text that presents serious profiles of unconstitutionality and, at present, we don’t even know what the definitive text will be that we will be called upon to discuss in the coming weeks. In these conditions, asking the opposition to start a serious dialogue appears completely paradoxical.” Chiosa Avs: “It’s not a poker game. Let the right turn over its cards.”

The opinions of the majority

The president of the commission, as well as one of the four majority rapporteurs, the blue, confirmed the changes Nazario Pagano: “In-depth studies have already been made and it is likely that the rapporteurs will make their proposals”, but “a decision has not yet been made on how to intervene”, or whether “there will be a second text or through an amendment or amendments”. Which are the ones that have been circulating in recent days: threshold to obtain the majority bonus which rises from the current 40 to 42%, with the confirmed assignment of 70 deputies e 35 senatorsbut with a maximum ceiling of 220 deputies for whoever wins the elections e 113 senators; elimination of ballot and resort to pure proportional in case no one obtains 42% or in case of different majorities between House and Senate.

The corrective measures, however, will not concern the preferences: FI confirms the clear opposition to spurious systems, with a mix of leaders blocked and preferences. But the issue should only be discussed again once the reform arrives Classroomunless the opposition decides to attempt a blitz and present them with an amendment on preferences in the commission, where the vote – unlike in the Chamber – is open.

The strategy between the House and Senate

The acceleration that the majority is giving to electoral reform it first passes through Camerawhere the centre-right will ask for the timetable for the Chamber in June, and then enter into the merits of the exam in July with contingent times.
